The Polemic Of The Ternate City Government Claims To Have A GKR Stadium, Land Office Calls It A Result Of Regional Expansion
JAKARTA - The Land Office of Ternate City, North Maluku (Malut) has straightened out information regarding the polemic of ownership status of the Gelora Kie Raha Stadium (GKR) which is claimed to be an asset of the Ternate City Government (Pemkot).
Head of the Ternate City Land Office, Arman Anwar, emphasized that the statement was not entirely true, but also not completely wrong.
This polemic, he said, arose due to the regional expansion process which was not followed by the delivery of administrative assets from the North Maluku Regional Government Level II to Kotamadya Ternate as regulated in Law Number 11 of 1999.
He explained that a number of regulations regulate the obligation to hand over regional assets in the expansion process, including PP Number 78 of 2007 and the Minister of Home Affairs Decree Number 42 of 2001.
In this regulation, it is emphasized that property belonging to the parent area in the area of expansion must be handed over to new regions, through joint inventory, both administrative and physical.
Regarding Gelora Kie Raha, according to data from the Land Office, the land has been certified on behalf of the North Maluku Level II Regional Government since 1995.
According to him, the certificate was declared missing and the replacement process had been carried out in accordance with PP No. 24/1997 provisions.
"The replacement certificate will be issued on July 16, 2025 with the same rights holder, namely the North Maluku Level II Regional Government," he said in Ternate, Thursday, which was confiscated by Antara.

According to him, the issuance of replacement certificates has not changed the rights holder. However, Ternate City Government is noted to have controlled, utilized, and managed GKR assets since 2009 and included them in the Goods Inventory Card (KIB) of the Youth and Sports Office.
Even in 2011, the asset was re-evaluated by the Public Appraisal Service Office.
Arman assessed that the completion of GKR ownership must be completed immediately considering that the Ternate City Government and the West Halmahera Regency Government (Halbar) both claim these assets.
"The Regional Office of the North Maluku BPN and the Ternate City Land Office are ready to provide solutions. However, if there is no common ground, it should be facilitated by the Governor of North Maluku and the Ministry of Home Affairs, even if necessary, involve the KPK," he said.
He added that strategic steps are needed so that the GKR polemic is no longer public consumption and legal certainty of regional assets can be maintained.
