Ministry Of Transportation Concerning Import Trucks Without Type Tests: Only Used For Operations In Mining Areas

The Ministry of Transportation (Kemenhub) has opened its voice regarding imported trucks from China that do not have a type test registration certificate (SRUT) to be able to mobilize on the road.

Director of Road Transportation Facilities and Safety of the Directorate General of Hubdat of the Ministry of Transportation, Yusuf Nugroho, said that trucks imported in full or completely built-up (CBU) from China did not take the type test because they were only used for operations in mining areas.

"Regarding vehicles, especially CBU trucks, yes, we have identified that these trucks are intended for mining business operations. The operation is not on public roads," he said in a discussion at the Ministry of Transportation Office, Jakarta, Thursday, August 21.

Yusuf explained that imported trucks with CBU status that are operated outside public roads are not mandatory to go through the type test or periodic test stages.

Furthermore, Yusuf said the provisions were in accordance with Law Number 22 of 2009 concerning Road Traffic and Transportation (LLAJ) and also Government Regulation (PP) Number 55 of 2012 concerning Vehicles.

"The vehicles are indeed not tested for types or periodic testing, if they are operated outside public roads," he said.

Even so, Yusuf said the Ministry of Transportation would encourage truck vehicles in the mining area to meet technical requirements properly. This is because this SRUT functions as a birth certificate for each vehicle and also a requirement to obtain BPKB, STNK, and TNKB.

"We want to make sure that the vehicle also supports it so that it can meet technical and roadworthy requirements according to the design of its vehicle which is not intended to operate on public roads," he said.
