Bulog Boss: Many 'Mbah-Mbah' In Gaptek Traditional Markets Use Klik SPHP

JAKARTA - President Director (Managing Director) of Perum Bulog Ahmad Rizal Ramdhani said that the entire process of selling Supply Stabilization and Food Price (SPHP) rice is required to use the Klik SPHP application to ensure accurate data collection.

But it turns out that in the field, there are still obstacles in the application, especially in traditional markets. Rizal said, the majority of retailers in traditional markets are elderly traders who are not used to using technology.

"Most of those who sell in the market, especially retailers, the majority are elderly, 'mbah-mbah' and gaptek. On average, their use of this cellphone is less proficient," he said in a working meeting with Commission IV DPR RI in Jakarta, Thursday, August 21.

To overcome this, Bulog has prepared a strategy for a direct approach to traditional markets so that retailers can get used to using the application.

"There needs to be an effort to socialize and approach all Bulog members to traditional markets. In this way, it will make it easier and faster for people's outlets to make orders through Klik SPHP," Rizal explained.

Rizal said, the distribution of SPHP is now carried out through seven distribution channels to be right on target and prevent fraud.

"The implementation of the SPHP is in accordance with the latest revision results, we distribute it through seven channels. First, retailers in the people's market. Second, the Red and White Village Cooperative. Third, local government officials and other agencies. We also involve the TNI and Polri, they even sell SPHP rice in the market to their respective units," he said.

In addition, Bulog also cooperates with SOEs through 4,000 outlets, as well as supermarkets and modern shops such as Alfamart, Indomaret, and Hypermart. However, he emphasized that wholesale is not allowed to sell SPHP rice because it is prone to mixed practices.

According to Rizal, the main target of this program is household consumers with a maximum limit for the purchase of two packages measuring 5 kilograms. Meanwhile, for the 3T region (lagging, leading, outermost), Bulog provides concessions of up to 10 packaging.

Bulog also sets prices according to zoning. Zone 1, the price for leaving the warehouse is Rp. 11,000 at the highest retail price (HET) of Rp. 12,500. Zone 2 is Rp. 11,100 with a HET of Rp. 13,100. While in Zone 3, the warehouse exit price is Rp. 11,600 with a HET of Rp. 13,500.
