Official Housing KUR Rules Are Published, Support MSMEs Through Home Development
JAKARTA - The government has officially issued regulations related to people's business loans (KUR) specifically for the housing sector.
The regulation is contained in the Regulation of the Coordinating Minister for Economic Affairs Number 13 of 2025 concerning Guidelines for the Implementation of Housing Program Credit.
The regulation was determined by the Coordinating Minister for Economic Affairs Airlangga Hartarto on August 7, 2025 and officially took effect at that time.
In Article 1 paragraph 1 of the regulation, housing program credit is investment credit/financing and/or working capital credit/financing given to micro, small and medium enterprises (MSMEs) in the form of individuals/individuals or business entities that are carried out in order to support the achievement of priority programs in the housing sector.
For the distribution of housing program loans, there will be financial institutions or cooperatives that have been designated as KUR distributors.
Meanwhile, credit recipients are MSMEs in the form of individuals or business entities that are debtors of housing programs credit.
Then, the purpose of implementing this housing program credit is contained in article 2 as follows:
A. Support MSMEs in the form of developers, contractors and building materials traders in the context of providing housing
B. Increase MSME capacity in the form of developers, contractors and building materials traders in the context of providing housing
C. Supports MSME activities through buying, building or renovating houses
D. Encourages increased labor absorption
E. Increase the contribution of the housing sector to economic growth

Sebelumnya, Menteri Perumahan dan Kawasan Permukiman (PKP) Maruarar Sirait (Ara) menargetkan, aturan KUR perumahan akan terbit pada akhir Juli 2025, sesuai dengan arahan pemerintah agar pencairan KUR sebesar Rp130 triliun dapat segera dieksekusi secara tepat sasaran.
"Kami tetap optimistis Permen KUR Perumahan yang disusun Kementerian PKP bisa selesai Juli ini," ujar Ara dalam keterangan resminya, dikutip Selasa, 15 Juli.
Ara berharap, KUR perumahan yang dijalankan ke depan bisa memberikan dampak ekonomi berganda.
Dengan demikian, pembangunan perumahan tidak hanya menghasilkan bangunan berkualitas, tetapi mampu memacu daya saing skala usaha di sektor infrastruktur.
"Kalau istilah Menteri Keuangan itu melenting. Melenting itu dari mikro jadi kecil, kecil jadi menengah. Supaya ada juga suatu hal bermanfaat," tuturnya.

Previously, the Minister of Housing and Settlement Areas (PKP) Maruarar Sirait (Ara) targeted that the housing KUR regulation would be issued at the end of July 2025, in accordance with government directives so that the disbursement of KUR of Rp130 trillion could be immediately executed on target.
"We are still optimistic that the Housing KUR regulation compiled by the Ministry of PKP can be completed this July," Ara said in his official statement, quoted on Tuesday, July 15.
Ara hopes that the housing KUR that will be run in the future can have a dual economic impact.
Thus, housing development not only produces quality buildings, but is able to spur business-scale competitiveness in the infrastructure sector.
"If the term Minister of Finance loosens. Sizing is from micro to small, small to medium. So that there is also something useful," he said.
