Prof Sofian Effendi: Reselection Must Be Given To KPK Employees Who Do Not Pass TWK

JAKARTA – Former Chairman of the State Civil Apparatus Commission (KASN), Prof. Sofian Effendi, asked 75 KPK employees who did not pass the national insight test to be given the opportunity to participate in the re-selection.

For him, the selection test results concerning national insight that 75 KPK employees are expected not the end of their careers.

"I propose that to candidates who are declared and do not pass, should be given the opportunity to participate in remedial training and conducted more appropriate tests for mutation into asn employees both civil servants and PPPK," Sofian told the media, Sunday, May 9.

After Law 5/2014 on ASN (State Civil Apparatus), there are two types of employees, namely civil servants (civil servants) and PPPK (Government Employees with Contract Agreements). PPPK is held to provide opportunities to professionals with qualifications and management competencies as well as certain skills to serve the country as ASN employees.

"In other countries such as Singapore, Thailand, South Korea, even more than half of their government employees are pppk. One of the objectives of PPPK is to accelerate the transformation of ASN into a world class public service," said Sofian.

PPPK can enter through multi entry according to the job opening. "Unfortunately this concept is poorly understood by ministry officials and BKN who are accustomed to the receipt of CPNS," sofian added.

He argues that the tests for KPK employees on National Insight are designed to filter the ideological insights of KPK employees. "Selection should take precedence over technical competence, performance achievement, leadership, not merely security screening because it has involved several national security agencies," sofian said.

The same opinion also emerged from Agun Gunanjar Sudarsa, a member of Commission XI of the House of Representatives of the Golkar Party Faction. According to Agun, civil servants in kpk can occupy the positions of structural officials and fill the formulation of the requirements of ASN. As loyal to Pancasila, the 1945 Constitution, is subject to government policy.

"If they agree and sign the formulation then it automatically becomes an ASN. If there is a doubt then it can be done tests, to match his existence, mindset, behavior and back mind as stipulated in the ASN Law. If it is appropriate, then there is no need to test from the beginning," said Agun.

Similarly, KPK employees who need certain skills such as PPPK. For example, the field of investigation, investigation, foreclosure and others that must be classified first to be made types of PPPK in the KPK environment.

"KPK employees who can be classified as PPPK must also be reviewed to be adjusted to the requirements in accordance with Law No. 5 of 2014. They must also be loyal to Pancasila and the 1945 Law or exactly the same as other ASN," said Agun.

If additional is needed, kpk can make certain screenings. "So it's not like the selection now that makes me confused. Kok become a test of national insight," said Agun, who is also the former Chairman of Commission II of the House of Representatives.

Agun stated that the existence of PPPK in KPK must be determined in advance what types of jobs are needed by the state. What kind of competence is needed for the job. So it's no longer just rank and position.

Advice from Agun, KPK should open PPPK whose salary size can not be equated with ordinary ASN. Because the competencies needed are extraordinary, then they are not bound to rank and class but rather to competence.
