Former Director Of Hutama Karya Detained By KPK Regarding Corruption In Land Procurement Around The Trans Sumatra Toll Road
JAKARTA - The Corruption Eradication Commission (KPK) detained M. Rizal Sutjipto as the President Director of PT Hutama Karya today, August 6. He is a suspect in alleged corruption in land acquisition around the Trans Sumatra Toll Road (JTSS) for the 2018-2020 Fiscal Year.
Hutama Karya is the executor of the project. The detention was carried out after investigators examined him as a suspect.
"The KPK then detained the two suspects for the first 20 days," said Acting Deputy for Enforcement and Execution of the KPK Asep Guntur Rahayu at a press conference at the KPK's Merah Putih building, Kuningan Persada, South Jakarta, Wednesday, August 6.
In addition, the KPK also detained Bintang Perbowo, who is the Head of the Business and Investment Development Division who is also the Head of the Land Procurement Team. "As of August 6 to 25, 2025 at the KPK Detention Center (Rutan) Branch of the Merah Putih building," he said.
In addition, the KPK also named two other suspects on behalf of Iskandar Zulkarnaen as the owner of PT Sanitarindo Tangsel Jaya (STJ) and the STJ corporation.
Even so, Iskandar passed away on August 8, 2024. The investigation into him was then stopped.
This case began after Bintang was appointed President Director of PT Hutama Karya in April 2018. He is said to have immediately held a board of directors meeting, one of which decided to buy land around JTTS.
Furthermore, Bintang introduced his friend, Iskandar, to the company's board of directors to convey the ownership of the suspect Iskandar's land in Bakauheni.
Then, Bintang asked Iskandar to make a land offer to PT Hutama Karya. Bintang also asked Iskandar to seek land expansion by buying land from the surrounding community, so that later PT Hutama Karya can directly purchase land from Iskandar or PT STJ.
"The suspect BP asked the suspect at the hospital as the Head of the Land Procurement Team to immediately purchase land from suspect IZ because the land contains andesit stones that can be sold," said Asep.
Then, in September 2018, PT Hutama Karya made phase I payments for Bakauheni land of around Rp. 24.6 billion. It's just that there are a number of irregularities.
Among them, PT Hutama Karya procured unplanned land in the 2018 Company Budget Work Plan (RKAP). The actions of these suspects then caused state losses of Rp205.14 billion based on the calculation of the Financial and Development Supervisory Agency (BPKP).
"With details of Rp133.73 billion from PT HK/HKR payments to PT STJ (excluding VAT) on land in Bakauheni and Rp71.41 billion paid by PT HK/HKR to PT STJ (excluding VAT) in Kalianda," said Asep.
Asep stated that investigators had confiscated a number of assets suspected of being related to the case. The details are 122 plots of land in Bakauheni and Kalianda which are the objects of land acquisition; 13 plots of land in Bakauheni and Kalianda owned by Iskandar and PT STJ corporations; as well as 1 apartment unit in the Bintaro area, South Tangerang.
The two suspects were then suspected of violating Article 2 paragraph 1 or Article 3 of the Corruption Eradication Law (UU Tipikor) in conjunction with Article 55 paragraph 1 of the Criminal Code (KUHP).
