SOE observer Herry Gunawan assessed that the plan to merge state-owned companies in the construction sector, from seven to three companies, was not appropriate.
He said it was better to form a holding company as the holding company for companies operating by region than leaving three companies.
"In my opinion, consolidation is carried out by means of redistribution of operational areas. For example, Hutama Karya works in parts of Java with Kalimantan. Then Adhi Karya is partly Javanese with Maluku, and so on," he told VOI, Wednesday, July 30.
Meanwhile, he continued, for BUMN works whose condition is still unhealthy, it can be taken over by the Anagata Nusantara Power Investment Management Agency (BPI Danantara) until his condition returns to health.
"For the sick, go first in the 'clinic Danantara'. First cure the disease," he said.
In such a way, Herry assessed that there would be no cannibalism in the business run by BUMN Karya.
"There will be no cannibalism in business. Conditions are different if the consolidation with mergers or mergers. In the future, overlapping business will happen again. Playing in the same niche. Not healthy," he said.
According to him, the merger scheme should not be divided into three companies and also risk transmitting the disease and burdening the company with positive performance.
"If the solution taken is a merger from 7 to 3, it's consolidated by being merged. That means, there is a healthy work bumn, then combined or carrying an unhealthy one. The risk is that those who are healthy can be infected later, because they must support the finances of SOEs who are not healthy," he said.
For example, continued Herry, Hutama Karya or HK, who is currently in good health, is merged with Waskita Karya who is sick, and has the potential to transmit disease.
"For example, Adhi Karya or Hutama Karya which is relatively healthy is merged with Waskita Karya or Wijaya Karya who is sick. Maybe later the illness will spread. So there is a high risk," he said.

Rencananya, PT Waskita Karya (Persero) Tbk akan bergabung ke PT Hutama Karya (Persero). Kemudian, PT Adhi Karya (Persero) Tbk akan menjadi induk holding untuk Brantas Abhipraya dan Nindya Karya. Ketiga, menggabungkan PT Pembangunan Perumahan (Persero) atau PTPP dengan PT Wijaya Karya (Persero) Tbk.
