JAKARTA - Filipino citizen, Daniel Uy Tan, asked the President of the Republic of Indonesia Prabowo Subianto for the incident in the form of alleged confinement and intimidation by members of the South Jakarta Metro Police. Daniel also asked the National Police Chief General Listyo Sigit Prabowo to investigate the alleged perpetrators of the police officers who served at the South Jakarta Metro Police.
"Our client asked President Prabowo Subianto for justice for the incident he experienced by police officers at the South Jakarta Metro Police," said Attorney Daniel, Santrawan Paparang from the Legal Office of Paparang-Batubara & Partners at his legal office, Kebayoran Baru, South Jakarta, Monday, July 28.
Paparang assessed that the South Jakarta Metro Police should be suspected of having committed a serious mistake in handling the Daniel Uy Tan case for ignoring international legal procedures. According to him, they are suspected of having arrested, confiscated, searched and detained Daniel Uy Tan at all, never making an official notification to the Philippine Embassy in Jakarta.
Therefore, Paparang explained, all procedures for handling these cases carried out by the South Jakarta Metro Police are against the law, legal defects, invalid, binding, not legally binding and null and void by law.
"Therefore, the detention of our client, Daniel Uy Tan, which was carried out by the South Jakarta Metro Police, means that it is an act of confinement," he said.
Paparang explained that the unlawful acts that were strongly suspected of being carried out by members of the South Jakarta Metro Police had been officially reported to the National Police Headquarters Propam. He asked President Prabowo and the National Police Chief to immediately take firm action against the members of the South Jakarta Metro Police who were directly involved.
The reason is, the actions of these officers seriously injure the good relations between Indonesia and the Philippines.
"Moreover, it is clear that the actions taken by members of the South Jakarta Metro Police have been real against the law and have ignored the principles of international law that must be used as standard standards in every case handling," said Paparang.
Chronology
Paparang then explained the chronology of events experienced by his client. He said his client was a former member of the Philippine Elite Police who is currently a businessman.
Daniel Uy Tan, he said, became acquainted with a woman from Indonesia, Fitriesya Maulani, in 2021 through the Tinder cellphone application. Since then they have a very close relationship. In fact, Fitriesya Maulani, often comes to Daniel Uy Tan's apartment in Marbella, Kemang, South Jakarta.
"Because their relationship is getting closer, Fitriesya Maulani invites our clients to do business. Initially, our client gave money to Fitriesya Maulani, amounting to Rp. 230 million for businesses in Lombok, NTB. But according to our client, he was deceived by 200 million so that the first business failed," he explained.
However, with a mutual agreement, in 2022, Daniel and Fitriesya set up a company called PT Dtan Global Primatama. All the company's operational costs, said Paparang, were borne by Daniel Uy Tan.
"Because of their close relationship, all operational costs, even the residence of Fitriesya Maulani, were financed by our clients. In fact, our client was asked to pay the family debt Fitriesya Maulani, amounting to 1 billion. Then redeem the debt of pawning gold and paying house installments in Bogor, West Java and school fees for Fitriesya Maulani's children," he said.

"Our client's BCA Main Card is worn by Fitriesya Maulani, buying a luxury Rolex Bruce Wayne watch, a Rolex type submarine, Omega and Hublot," he said.
However, Paparang said, when his client was in Manila, Fitriesya Maulani had made a Police Report at the South Jakarta Metro Police as reported by Police Number: LP/B/1411/IV/2025/SPKT/Polres Metro South Jakarta/Polda Metro Jaya, April 28, 2025. With the suspicion, it is suspected that his client stole or embezzled the Rolex Type Bruce Wayne watch. In fact, Paparang explained, the watch belonged to his client's personal money.
"Surprisingly, when our client returned to Jakarta on May 23, 2025, the contents of Marbella's 518-B apartment were empty. There was nothing in it. After being searched through information from the apartment, all of our client's belongings were under Fitriesya Maulani and members of the South Jakarta Police," he explained.
Therefore, Daniel Uy Tan found out about Fitriesya Maulani's whereabouts, but he did not find her. Daniel returned to the Philippines on May 28, 2025. However, his client was arrested at Immigration Soekarno Hatta Airport by members of the South Jakarta Metro Police Resmob, and he was taken to the South Jakarta Police Station for verbal processing as reported by Police Fitriesya Maulani.
"At the South Jakarta Metro Police, our client's passport was confiscated by investigators. And, he was detained by investigators on May 29, 2025," he explained.
While at the Resort Police, in early July 2025, his client was visited by an advocate named Ceaser, to ask for four watches and immediately sign a letter stating that he had stopped as a Commissioner at PT. Dtan Global Primatama and PT. Howl First Construction and handed over all the assets of the two companies to Fitriesya Maulani, in exchange for the Police Report at the South Jakarta Police Station.
While in detention, said Paparang, his client's detainee friend recommended using an advocate's legal service named Rio & Bobby. Which then his client decided to appoint Rio & Bobby as legal advisor.
Because he was considered a legal advisor, his client also left his bag with Rio & Bobby. The bag contains ATMs and Bank Mandiri PINs, Brietling, Garmin and Charger watches.
Paparang further explained, July 1, 2025, Fitriesya Maulani visited Daniel Uy Tan in detention, accompanied by a man. Fitriesya Maulani provided information that, Daniel Uy Tan immediately left detention on condition that he signed all the letters brought by Fitriesya Maulani.
"With the condition of being forced, especially in a state of not being released in detention, our client signed the letters. After that, our client was released from detention on July 1, 2025," he said.
After leaving detention, Daniel Uy Tan asked his legal advisor Rio to return his bag. However, after receiving it, Brietling's watch was gone. Then, the balance at Bank Mandiri ATM remained Rp. 300 thousand. Daniel also asked Rio for the watch.
"The answer to Rio's legal advisor, our client's watch was taken and under the control of Bima, a member of the South Jakarta Police Resmob," said Paparang.
Feeling cheated, Daniel Uy Tan sought new legal counsel and appointed Santrawan Paparang, Haposan Paulus Batubara, Heribertus Dahana Officiallywara, Satrya Paparang and Alfredo Ramos Manurung, as legal advisors, on July 9, 2025.
"We were appointed as legal advisors and made a report on the Violation of the Police's Professional Code of Ethics at the National Police Headquarters Propam against members of the National Police at the South Jakarta Metro Police who handled the Police Report Fitriesya Maulani," he said.
Paparang said that the South Jakarta Metro Police had made a serious mistake in handling the Daniel Uy Tan case by ignoring international legal procedures, because when they made arrests, confiscations, searches and detentions, they never made an official notification to the Philippine Embassy in Jakarta.

"Moreover, it is clear that the actions taken by members of the South Jakarta Metro Police have been real against the law and have ignored the principles of international law which must be used as standard standards in every case handling," concluded Paparang.
