The Distribution Of SPHP Rice Has Not Yet Had A Significant Impact On Lowering Rice Prices

The government through Perum Bulog has started distributing Stability of Supply and Food Prices (SPHP) rice from July to December 2025.

This step was taken as part of efforts to reduce rice prices that are still high in the market.

The distribution of SPHP rice is expected to have an impact in the near future.

The government predicts rice prices will decline in one to two weeks after the launch of the program.

However, based on data from the National Food Agency (Bapanas) as of Thursday, July 25, 2025, at 14.00 WIB, the price of rice in the market still exceeds the limit of the Highest Retail Price (HET) set.

For premium rice, in Zone I the average price is recorded at IDR 15,458 per kilogram (kg), whereas the HET in this zone is IDR 14,900 per kg. In Zone II, the price of premium rice reaches IDR 16,552 per kg, surpassing the HET which is IDR 15,400 per kg.

Meanwhile, in Zone III, the price of premium rice even touched Rp. 18,114 per kg, far above the HET of Rp. 15,800 per kg. Similar conditions also occur in medium-type rice.

In Zone I, the average price is IDR 13,898 per kg (HET IDR 12,500 per kg), Zone II is IDR 14,554 per kg (HET IDR 13,100 per kg), and in Zone III it reaches IDR 16,259 per kg (HET IDR 13,500 per kg).

Please note, this Zone I includes Java, Lampung, South Sumatra, Bali, West Nusa Tenggara, and Sulawesi. Zone II includes Sumatra other than Lampung and South Sumatra, East Nusa Tenggara, and Kalimantan. For Zone III includes Maluku and Papua.

Minister Of Agriculture Ensures Rice Prices Drop

Minister of Agriculture (Mentan), Andi Amran Sulaiman confirmed that rice prices will decrease in a week or two since the distribution of SPHP rice to the public began.

He conveyed this belief when he launched the Cheap Food Movement for Rice Stabilization of Food Supply and Prices (GPM SPHP) at the Fatmawati Post Office, South Jakarta, Friday, July 18.

Amran said, the certainty of the price reduction was supported by the distribution of 1.3 million tons of SPHP rice which had just been disbursed gradually.

"The results of the Coordination Meeting are the first we release 360,000 tons for social assistance. The second is that we release the SPHP 1.3 million tons. All of Indonesia moves together. We are sure that 1-2 weeks the price of rice can go down," he said.

The National Police's Food Task Force Urges Producers To Lower Rice Prices

The National Police's Food Task Force has revealed a number of results of investigations related to mixed rice cases, especially premium and medium types in the market. As a result, three rice producers were declared to have undergone the fraudulent practice, namely PT PIM, PT FS, and Toko SY.

The status of the investigation has now been upgraded to an investigation. The police from the results of the investigation also confiscated a number of evidences in the form of 201 tons of rice which were mixed and supporting documents to carry out their actions.

Kendati demikian, Ketua Satgas Pangan Polri, Brigjen Pol Helfi Assegaf memastikan bahwa pengungkapan praktik beras oplosan tidak akan berdampak terhadap ketersediaan stok beras di pasaran.

Meski ditemukan kecurangan dalam pengemasan dan pelabelan beras premium oleh beberapa produsen, distribusi produk tersebut tidak ditarik dari peredaran.

Sebaliknya, produsen diminta menyesuaikan harga jual dengan komposisi beras yang sebenarnya.

"Bukan ditarik (beras di pasaran), distribusi tetap dijual hanya diminta turunkan sesuai isi komposisi tersebut," kata Helfi dalam keterangan persnya di Jakarta, Kamis, 24 Juli.

Sebagai contoh, lanjut Helfi, apabila kandungan beras dalam kemasan hanya terdiri dari pecahan 15 persen, maka harga jualnya seharusnya berkisar di angka Rp 12.000 hingga Rp 13.000 per 5 kilogram, bukan dijual di atas Rp 16.000 seperti yang terjadi saat ini.

"Kalau ini pecahannya misalnya 15 persen, ini harganya harusnya hanya Rp 13.000 atau Rp 12.000 ya jual Rp 12.000. Jangan harga komposisinya hanya Rp 12.000 dia jual Rp 16.000 seperti dilakukan mereka saat ini. Kita minta turunkan harga sesuai dengan isi komposisi," ungkapnya.

However, the Head of the National Police's Food Task Force, Brigadier General Helfi Assegaf, ensured that the disclosure of the practice of mixed rice would not have an impact on the availability of rice stocks in the market.

Although fraud was found in the packaging and labeling of premium rice by several producers, the distribution of these products was not withdrawn from circulation.

On the other hand, producers are asked to adjust the selling price to the actual rice composition.

"Not to be withdrawn (rice on the market), the distribution is still being sold, only asked to reduce it according to the contents of the composition," Helfi said in a press statement in Jakarta, Thursday, July 24.

For example, continued Helfi, if the rice content in packaging only consists of 15 percent denominations, then the selling price should range from Rp. 12,000 to Rp. 13,000 per 5 kilograms, not sold above Rp. 16,000 as it is currently happening.

"If this is a fraction, for example 15 percent, this should cost only Rp. 13,000 or Rp. 12,000, so sell Rp. 12,000. Don't sell the composition price for only Rp. 12,000, he sells Rp. 16,000 as they do today. We ask for lower prices according to the content of the composition," he said.
