Badanas Warns That The Distribution Of SPHP Rice Is Not In Accordance With The Rules Can Be Convicted

JAKARTA - The National Food Agency (Bapanas) has confirmed that it will impose strict sanctions on those who distribute Stableized Rice Supply and Food Prices (SPHP) that do not comply with the provisions.

This was conveyed by the Deputy for Supervision of the Implementation of Food Safety, Hermawan at the Regional Inflation Control Coordination Meeting held by the Ministry of Home Affairs (Kemendagri), Tuesday, July 22.

"Selling SPHP rice is not in accordance with the provisions, so a sanction is given in the form of a written warning from Perum Bulog. Then, the termination of partners from Perum Bulog. The third is law enforcement as the last resort if criminal elements are found in accordance with applicable laws and regulations," he said, quoted from the Ministry of Home Affairs' Youtube channel.

The mechanism for distributing SPHP, he continued, must follow the stipulated provisions. Every outlet or retailer is required to provide SPHP rice in a 5 kilogram (kg) package and the maximum purchase by consumers is only two packages or the equivalent of 10 kg per person.

In addition, each outlet is required to put up a food banner containing information regarding the packaging label, the amount of content, and price according to the zone. The government also sets the highest retail price (HET) for SPHP rice according to the zone, namely for Zone 1 Rp 12,500 per kg, Zone 2 Rp 13,100 per kg, and Zone 3 Rp 13,500 per kg.

"So the packaging is only one in the form of a 5-kilo packaging. So if for example someone sells SPHP rice which is not 5 kilos and the image is clear above, it is not allowed," said Hermawan.

"Each outlet is required to put up a food banner because it displays a picture of the packaging label, how many packaging kilos, and also ensures the price listed according to the zones that have been set," he continued.

Hermawan said, until July 2025, the realization of the distribution of SPHP rice had only reached 12.15 percent of the total ceiling this year which was 1.5 million tons. This means that only about 182.2 thousand tons of rice were distributed.

"The realization of the distribution of SPHP rice in 2025, the total is now 12.15 percent. The distribution is still small because it only started in July," he said.

The SPHP rice distribution target for the July period of December 2025 was set at 1.3 million tons, with a focus on distribution through retail routes in the people's market, Red and White Village Cooperatives (KDMP), and SOEs.

The distribution of SPHP rice is part of the national food price stabilization policy carried out on the basis of Presidential Regulation (Perpres) Number 66 of 2021.

In Article 29, it is stated that Bapanas has the authority to assign Perum Bulog in an effort to mitigate food price fluctuations in the regions.

"The rice SPHP carried out by Bapanas on Bapanas' orders to Bulog is based on Presidential Regulation 66 of 2021, Article 29 where Bapanas can assign Bulog regarding the issue of mitigating price increases in the regions," said Hermawan.

With strict supervision and enforcement of the rules, Bapanas hopes that the SPHP rice program can be right on target and really benefit from the community.
