IAP General Chair Conveys PPLH Planning: From Strategic Studies Towards Indonesia's Environment Future

JAKARTA - Dr. Phil Hendricus Andy Simamarta, Chairperson of IAP, delivered a presentation entitled Restriction Plan and Environmental Management: From Strategic Studies to Future Formation' at the Socialization of Government Regulation (PP) Number 26 of 2025 at Artotel Semanggi. This presentation highlights the urgency, content, and development scenarios of Indonesia related to environmental protection and management planning (PPLH).

In his presentation, quoted on Tuesday, July 22, Dr. Simarmata underlined the philosophical and sociological foundation of PPLH. Philosotically, natural environments are very important for human life, and the state guarantees the right of citizens to get a good and healthy environment. Sociologically, Indonesia faces the threat of a planetary crisis, including climate change, environmental pollution, and the loss of biodiversity, which results in a decline in the quality of air, water, and land, as well as conversion of productive land

PP 26/2025, which is a derivative of Law 32/2009, comprehensively regulates the stages of PPLH, starting from environmental inventory, determination of the tailing region, to the preparation of environmental protection and management plans (RPPLH) [2]. Dr. Simamarta explained that this RPPLH will become the basis and be included in the National Long-Term Development Plan (RPJPN) and the National Medium-Term Development Plan (RPJMN), as well as encourage changes in the plan to utilize natural resources in other sectors.

This presentation also discusses the framework of thinking on driving factors, pressures, conditions, impacts, and responses in PPLH. Motivated factors such as population and economic growth, as well as increasing the use of natural resources, cause pressure on ecosystems and land, which leads to impacts such as reduced water control functions and food providers, as well as increasing disaster risk. In response, strategic policies such as Enhanced NDC, SDGs, FOLU Net Sink, and ILTS-LCCR 2050 are needed.

Dr. Simamarta emphasized that PP RPPLHN is the umbrella, booster, and integrator of various existing environmental instruments, including PP 22/2021 regarding the implementation of PPLH. Thus, it is hoped that PPLH planning will be more integrated and effective in achieving sustainable development in Indonesia.
