PPRT Bill Dedek Dua Decade, DPR Asked To Immediately Discuss Proportionally
JAKARTA - Chairman of Commission XIII DPR RI Willy Aditya encourages the Draft Law on the Protection of Domestic Workers (RUU PPRT) which is currently in the Legislation Body (Baleg) of the DPR to be discussed immediately. This is for the sake of accelerating the realization of a legal umbrella capable of providing protection for household workers in Indonesia.
"Why is the PPRT Law important? Because in our employment, Law 13/2003 is very discriminatory. Workers are only those engaged in the goods and services sector, apart from that they have never been recognized as workers," said Willy Aditya, Monday, July 21.
"That's already a fundamental problem. So they are only protected by the Permenaker," added the legislator from the East Java XI electoral district.
Willy said that the PPRT Bill is very minimal because it does not have legal standings in the Employment Law whose names are also special, such as Law No. 12 of 2022 concerning the Crime of Sexual Violence (TPKS Law).
"The PPRT Bill is arguably lex specialist, because it has a form that is almost similar to the TPKS Law, but most fundamentally we just want to provide protection," explained Willy.
"Because of what? In today's times there are still very un-human exploitations, people are told to work. This is like an iceberg phenomenon, where this is considered a household affair," continued the former Deputy Speaker of the DPR Baleg.
According to Willy, there are still debated issues related to the domain of the PPRT Bill. He gave an example such as the exploit behavior of household workers which is not considered a public matter, but the affairs of each person or household per household.
"This is fortified by the high and thick domestic affairs. So we invite our friends to sit down together so that this law is not beaten evenly," explained Willy.
Therefore, Willy asked for the commitment of the leadership of the DPR RI and Baleg DPR to immediately discuss and ratify the PPRT Bill, as support for President Prabowo's promise which was conveyed on Labor Day.
"If you support it, don't be anything else on the other side of your heart. We just confirm simple people, in action, 1000 words are nothing but one action can change anything," said Willy.
Willy, who serves as the head of the DPR Commission for Human Rights (HAM), hopes that the DPR Baleg can be wise in the process of discussing the PPRT Bill so that laws that provide justice for household workers can be ratified immediately.
"So how is the process that we have to build, don't let us be one-sided. Life must be balancing, we must make a pro-people law that takes care of many people. Not only other laws," said Willy.
"The DPR is a people's house, this is a political battle, it's a logical consequence from the DPR, there are those who agree, some don't. But at least, we can learn that the 2024 period is the most progressive period of the PPRT Law," he concluded.
As is known, the PPRT Bill is a draft DPR initiative law which is currently still being discussed by the DPR Baleg. However, the ratification of this bill is certain to be delayed from the target.
The draft law has actually been proposed to the DPR since 2004. However, for two decades or 20 years, the fate of the PPRT Bill was adrift until last period, Baleg made this bill an initiative of the DPR.
The DPR has even sent a draft PPRT Bill to the Government to get input in the form of a problem inventory list or DIM. The response was good, the presidential letter was then issued and DIM was sent to the DPR.
Unfortunately, until the membership period of the DPR last period ended in October 2024, the PPRT Bill was still in place. This is because the leadership of the DPR RI has not appointed a board equipment that will discuss the bill.
Then, during the 2024-2029 DPR membership period, the PPRT Bill was again included in the list of the 2025 Priority National Legislation Program or Prolegnas at Baleg's proposal.
The fresh air of ratification of the PPRT Bill into law began to blow on May 1, 2025 through President Prabowo Subianto's speech during the celebration of International Labor Day.
In his speech, President Prabowo expressed his desire to accelerate the discussion and ratification of the PPRT Bill. The President even promised to clean up the PPRT Bill in three months.
If this commitment is really held, then the ratification of the PPRT Law should be carried out on August 1, 2025. However, the DPR Baleg stated that the ratification of the PPRT Bill might be delayed from the target.
The reason for the DPR Baleg regarding the delay in ratifying the PPRT Bill was the target because the three-month deadline given by President Prabowo Subianto did not refer to the working day calendar.
In his recent statement, Baleg DPR explained that the council has a recess period that makes the calculation of three months not according to the calendar period in general. The DPR recess period is used for legislators to return to their respective electoral districts or electoral districts and absorb the aspirations of the community.
For information, the DPR will enter a recess period on July 25, 2025 and will only end on August 15, 2025.

In addition, the DPR Baleg stated that he is currently discussing other legislative products. One of them is the Bill of the Pancasila Ideology Development Agency (BPIP), which is still the same as the PPRT Bill, which is listening to public aspirations through public hearings.
So that the time for the preparation, discussion, and ratification of the PPRT Bill may exceed the set target.
