Deputy Minister Prohibited From Multiple Positions, Momentum Prabowo Improves Government Governance
JAKARTA Citra Institute political observer, Efriza said that the Constitutional Court's Decision (MK) Number 21/PUU-XXIII/2025 which prohibits deputy ministers (wamen) from holding concurrent positions is a momentum for President Prabowo Subianto to improve the governance of state and government leadership.
The results of the judicial review of Law 39/2008 concerning the Ministry of State opened the veil of the inaccuracy of the governance of the state and previous government. The Constitutional Court's decision is a breath of fresh air for Prabowo to improve power management. Multiple positions should be avoided including concurrent ministerial positions with political institutional positions, as well as deputy ministers with commissioner positions," he explained, Sunday, July 20, 2025.
According to him, the Constitutional Court's Decision 21/2025 explicitly prohibits wamen from holding concurrent positions, although it does not explicitly prohibit ministers. However, the implementation of the Constitutional Court's decision can also apply to ministers who have other positions both inside and outside state institutions or government.

"This should be what Prabowo needs to do to comply with the Constitutional Court's Decision, as well as increase public confidence in the president's management of power," said Efriza.
He hopes that President Prabowo does not have the leadership characteristics of ajimpung' which will harm the state, including continuing the culture of concurrent positions in the cabinet ranks.
This is because the management of power in placing people in state officials should be based on building a meritocracy culture.
"It means that positions and powers are given based on individual achievements, abilities, and talents, not because of factors such as close connections with Prabowo alone," said Efriza.
Previously, the Constitutional Court (MK) stated that the Deputy Minister was prohibited from holding concurrent positions as directors or commissioners of State-Owned Enterprises (BUMN) and private companies. The Constitutional Court confirmed that the ban was in the decision Number 21/PUU-XXIII/2025 which was read out in the Court Court Court Courtroom, Jakarta, Thursday 17 July 2025.
