Badanas Reminds Legal Sanctions If Some Are Desperate To Disrupt SPHP Subsidy Rice Oplos
Head of the National Food Agency (Bapanas) Arief Prasetyo Adi emphasized that the practice of mixing rice for the Stabilization of Supply and Food Prices (SPHP) is a serious violation that can be subject to legal sanctions.
This is because SPHP rice is a subsidized commodity from the government as part of a food intervention program for the community.
"For government subsidy rice, that should not be mixed or mixed. SPHP rice with 5 kilograms of packaging must be directly targeted at the public at a price of Rp. 12,500 per kilogram for Zone 1. It cannot be opened and the packaging cannot be mixed into other rice," said Arief in his statement, Friday, July 18.
According to him, SPHP rice is categorized as medium rice. However, the quality has recently been quite good with a broken grain (broken) level of only 5 percent. Even though it looks equivalent to premium rice, the SPHP must not be mixed or repackaged for trade purposes that violate the rules.
"SPHP rice is medium rice. But indeed some time ago the quality was very good because the broken price was only 5 percent. This is what the Minister of Agriculture meant that the SPHP rice should not be mixed with other rice. For that, I have asked the President Director of Bulog to ensure that such practices do not occur. The outlet must now be clearly registered digitally," said Arief.
As part of the reform of national food distribution, the government will form a Red and White Village Cooperative which will become the official outlet for the distribution of SPHP rice.

This Cooperative will be launched directly by President Prabowo Subianto, which is scheduled for July 21, 2025. This cooperative is expected to be a digitally transparent and monitored distribution point to ensure the accuracy of the target and quality of rice received by the public.
"We have improved the supervision of the distribution of SPHP rice. Bulog cooperates with the Food Task Force, both from the Police and the TNI. The community can also play an active role in assisting in monitoring prices, quality, and potential irregularities," said Arief.
