Accused Of Not Being Transparent, Habiburokhman: We Are Not Reckless To Discuss The Revision Of The Criminal Procedure Code
JAKARTA - Chairman of Commission III of the DPR Habiburokhman denied that the discussion on the revision of the Criminal Procedure Code (KUHAP) was carried out in a closed and reckless manner. He emphasized that the draft revision of the Criminal Procedure Code had been uploaded periodically to the official website of the DPR since the beginning of the discussion in February 2025.
"Since the government submitted the DIM (problem inventory list), we have re-uploaded it. Even on July 10, 2025, we have also uploaded the results of the panja," he said at a press conference at the parliament complex, Senayan, Jakarta, Thursday, July 17.
Habiburokhman objected to the criticism of a number of parties who accused the DPR of not being transparent in the legislative process. According to him, the DPR is currently one of the most open institutions to the public.
"This DPR is now the most transparent institution. Let alone the results of the meeting, our whispers can be cohesive. So I strongly reject it if it is called reckless," he said.
Habiburokhman even quipped back at the critics who according to him actually conveyed criticism haphazardly. "Maybe that's what criticizes is actually reckless," he added.

Meanwhile, the Secretary General of the DPR, Indra Iskandar, explained that the obstacle to accessing the draft revision of the Criminal Procedure Code on the DPR website was due to cyber attacks. "Several times we had to shut down the system because many hackers tried to break through the DPR website. However, we have taken security measures," said Indra.
The DPR affirms its commitment to continue improving the digital security system and encouraging public participation in discussions of important revisions such as the Criminal Procedure Code. The government and the DPR are scheduled to continue discussing the substance of the revision of the Criminal Procedure Code in the near future.
