Manipulation Of Documents For Selling Babies, DPR Calls Dukcapil Supervision Weak

JAKARTA - Member of Commission II of the Indonesian House of Representatives Muhammad Khozin urged the Ministry of Home Affairs (Kemendagri) to follow up on the National Police's findings on the involvement of Dukcapil employees in the syndicated sale of babies that occurred in Bandung, West Java.

Khozin emphasized that the alleged involvement was a serious violation of the law. So that the Ministry of Home Affairs needs to immediately conduct an internal audit of Dukcapil.

"We ask the Ministry of Home Affairs to be responsive and active in the case of alleged involvement of Dukcapil employees in the alleged case of syndicated baby sales," said Khozin, Friday, July 18.

"This is a serious violation for violating Article 77 of Law No. 24 of 2013 concerning Population Administration (Adminduk) in terms of population data manipulation. An internal audit of Dukcapil must be carried out immediately," he said.

According to Khozin, this case of selling babies abroad is not the first time this has been done. Previously, there had also been falsification of documents consisting of family card documents (KK), birth certificates, Identity Cards (KTP), and passports.

"The involvement of this Dukcapil person is not only now, before in similar cases it also happened. This should be a serious alarm for the Ministry of Home Affairs. There are problems in the governance of our administration," explained Khozin.

Therefore, the member of the Commission in the DPR in charge of population affairs asked the Ministry of Home Affairs to immediately map out this problem. Khozin said a thorough investigation needed to be carried out so as not to cause repeated problems.

"The Ministry of Home Affairs should have had a mapping of the problem related to falsification of this population document. Moreover, digitization of administrative data has been carried out, but why is there still a gap in document falsification?" he said.

Khozin also encouraged the Ministry of Home Affairs to improve the monitoring mechanism at various Dukcapil levels. He reminded that the case should not be considered an ordinary problem.

Khozin also highlighted the weakness of the internal security system for Dukcapil which has the potential to open up more document manipulation spaces.

"This is a matter of security within the Dukcapil that is fragile, there is still room for document manipulation," concluded Khozin.

As is known, the West Java (Jabar) Regional Police revealed a case of a baby trafficking syndicate to Singapore. This case originated from reports from parents who felt cheated about child adoption through Facebook social media.

The perpetrators sold for a dozen million, where the baby's biological mother received Rp11-Rp16 million. A total of 13 people have been named as suspects, including local Dukcapil employees.

Meanwhile, the Minister of Home Affairs (Mendagri) Tito Karnavian said he would check the alleged involvement of Disdukcapil in the case of a baby trafficking syndicate. He also invited law enforcement officials (APH) to take firm action.

Even so, Tito admitted that he had not received detailed information on the involvement of Disdukcapil personnel. However, the former National Police Chief reminded that Disdukcapil was under the supervision of each regional head.
