Reference Coal Prices For The First Period Of July 2025 Rose To 107.35 US Dollars Per Ton
JAKARTA - The government set the Reference Coal Price (HBA) for the First Period of July 2025 amounting to 107.35 US dollars per ton. This price increased by 8.74 US dollars, an increase of 8.86 percent per tonne when compared to the second period of HBA in June 2025 of 98.61 US dollars per ton.
The determination of the HBA is regulated in the Decree of the Minister of Energy and Mineral Resources Number 72 of 2025 concerning Guidelines for Determination of Patokan Prices for Sales of Metal and Coal Mineral Commodities.
"When compared to the same month's HBA in 2024, namely, the HBA July 2024 USD 130.44 per ton (year on year), the first period of HBA in July 2025 decreased significantly by USD 23.09 per ton or decreased by 17.70 percent. The first period of HBA in July 2025 was used as the basis for calculating the Coal Patokan Price (HPB) for the first period of July 2025 for coal with calories greater than 6,000 kcal/kg GAR," said the Director General of Mineral and Coal Tri Winarno quoted Monday, July 14.
Tri explained, the first period of HBA for the running month is the average weighted volume of coal selling prices at the Free on Board handover point on the carrier ship (FOB Vessel) in the equality of HBA specifications with a sample range of 6,100-6,500 kcal/kg GAR coal sales transactions for Royalti payments on the Minerba ePNBP application on the second week of shipments two months earlier until the first week of the previous month.
The HBA calculation formula is regulated in accordance with the Minister of Energy and Mineral Resources Decree Number 72 of 2025 concerning Guidelines for Determination of Patokan Prices for Sales of Metal and Coal Mineral Commodities.
"Based on this regulation, the HBA calculation formula is in accordance with the actual coal selling price of coal mining companies at the Minerba e-PNBP on the second week of shipments 2 months earlier until Sunday 1 month earlier, so the HBA increase in the first period of July 2025 due to the increase in coal sales prices in coal sales transactions on the second week of shipments on Sunday, May 2025 to the first Sunday of June 2025," said Tri.

In the Decree of the Minister of Energy and Mineral Resources Number 72 of 2025, there are four types of HBA based on the value of coal calories, namely HBA for the equality of the value of 6,322 kcal/kg GAR calories, HBA II for the equality of the value of calories 4,100 kcal/kg GAR, and HBA III for the equality of the value of calories of 3,400 kcal/kg GAR.
Based on the HBA, the Coal Patokan Price (HPB) is calculated which is influenced by the quality of coal, namely the value of coal liquid, water content, sulphur content, and ash content.
HBA, HBA I, HBA II, and HBA III values for the First Period of July 2025 valid for July 1 to July 14, 2025 are as follows: 1. HBA (6,322 GAR): 107.35 US dollars 2. HBA I (5,300 GAR): 71.50 US dollars3. HBA II (4,100 GAR): 49.78 US dollars4. HBA III (3,400 GAR): 35.87 US dollars
