ASN Desperate To Go Home May Be Subject To Reprimands And Dismissal Sanctions
JAKARTA - The Ministry of State Apparatus Empowerment and Bureaucratic Reform reminded ASN not to be reckless to go home. If you violate ASN, you will be subject to sanctions ranging from reprimand to dishonorable dismissal.
Deputy for Institutional and Administrative Affairs at the Ministry of Administrative Reform and Bureaucratic Reform, Rini Widyantini, in Jakarta, Wednesday, said that the sanctions refer to Government Regulation Number 53 of 2010 and Government Regulation Number 49 concerning Employee Management with Work Agreements.
"Maybe it will be the toughest, for example it is disrespectfully dismissed, but we will see the context according to the regulations," he said as quoted by Antara, Wednesday, May 5.
When the violation committed by ASN related to homecoming is detrimental to the office or the performance of the institution, the sanctions obtained can be light reprimands to moderate sanctions.
However, according to him, if the ASN's actions turned out to be detrimental to the state, disrespectful dismissal could be imposed on the offenders.
Because of that, Rini reminded ASN to comply with the applicable rules and also about the prohibition of the Eid homecoming which was in effect from May 6-17, 2021.
Minister of Administrative Reform and Bureaucratic Reform Tjahjo Kumolo has issued a Circular for the Prohibition of State Civil Servants (ASN) and their families traveling outside the region or going home before and after the Eid Al-Fitr 1442 Hijriah.
"ASN employees and their families are prohibited from traveling outside the region and / or going home from May 6 to May 17, 2021," reads a circular signed by the Minister of Administrative Reform and Bureaucratic Reform.
This policy is stated in the Circular (SE) of the Minister of Administrative and Bureaucratic Reform Number 8/2021 concerning Restrictions on Travel Activities Outside the Region and / or Homecoming and / or Leave for ASN Employees During the COVID-19 Pandemic.
ASNs are not expected to apply for leave during the travel restriction period. Personnel guidance officers (PPK) in ministries, agencies and local governments are also not allowed to grant leave permits.
However, this leave is exempted for civil servants who take maternity leave, sick leave and leave for important reasons. Leave is also given to government employees with a work agreement (PPPK) who take maternity leave and sick leave.
Travel prohibition exceptions also apply to ASN with special reasons and already have a letter of assignment or permit.
ASN who is on an official duty trip must have a letter of assignment that is signed by at least the senior high ranking official or the head of the work unit.
ASNs who are forced to travel outside the region must obtain written permission from the PPK in their respective agencies.
