The discourse on the special assignment of Vice President Gibran Rakabuming Raka in Papua was first revealed by the Coordinating Minister for Law, Human Rights, Immigration and Corrections, Yusril Ihza Mahendra on Wednesday, July 2 during the launch of the 2024 Komnas HAM Annual Report.

Yusril's statement regarding Gibran's assignment in Papua received responses from various parties, including from PDIP. PDIP fully supports Gibran's assignment in Papua. Then a debate over the existence of the Vice President's office in Papua emerged.

The reason is, Yusril's statement and the Palace are different. On Wednesday, July 9, the Minister of State Secretary, Prasetyo Hadi, straightened out that Gibran's assignment was not solely from President Prabowo Subianto, but a mandate from the Papua Special Autonomy Law.

On the same day, Minister of IMIPAS Yusril Ihza Mahendra clarified his statement. He emphasized that Gibran would not be based in Papua permanently.
