Cases Of Re-intolerance Rise Called Negative Impact Of PBM 2006
JAKARTA - The executive director of the Setara Institute, Halili Hasan, assessed that the rise of cases of intolerance against adherents of different religions was one of the negative impacts of the Joint Regulation of the Minister of Religion and the Minister of Home Affairs (PBM) Number 9 and 8 of 2006 which was restrictive or limiting non-Muslim religious spaces.
"In a democratic country based on laws such as Indonesia, citizen worship activities should not require permission from any party because the 1945 Constitution provides guarantees to individuals for religion and worship independently," he said, Sunday, July 6, 2025.
He gave an example, the destruction of the halfway house used for Christian retreats in Tangkil Village, Cidahu, Sukabumi, West Java as a form of expression of shallow religious understanding and only wanting to justify intolerance.
According to Halili, the portrait of acts of intolerance that occurred in Cidahu, Sukabumi is part of a pattern of repeated violence, especially in West Java in recent years. Based on data from the Setara Institute, West Java Province ranks the highest as a province with the most violations of religious freedom and belief (KBB) in Indonesia. In 2024, in West Java there were 402 actions from 260 KBB violations. This figure increased significantly compared to 2023, namely 217 events with 329 actions.
"In our notes, West Java has again become a red zone with 38 KBB violations, including the KBB incident that occurred in 2025, such as the disbandment of the Salanah Ahmadiyah Jalsah event in Kuningan. These incidents show systemic failure in protecting the constitutional rights of the religious minority," he explained.

Halili also regretted the actions of the Governor of West Java, Dedi Mulyadi, who provided compensation of Rp. 100 million to repair the damage to the halfway house. He considered that the action was wrapped in political interests because it was used as content on Dedi Mulyadi's social media.
"This action actually shows failure as governor to prevent cases of intolerance even with the repeated use of coercive instruments and violence in West Java," he said.
As is known, recently cases of intolerant action have become rife again. Recently, local residents dispersed and damaged the shelter for Christian gathering activities in Tangkil Village, Cidahu District, Sukabumi Regency, West Java. Previously in June, acts of intolerance with the prohibition of public discussion about Ahmadiyah took place at the IAIN Manado campus.
