Quota For Hangus Customers, Telkomsel Accused Of Cruel Operators

JAKARTA - Member of Commission VI of the Indonesian House of Representatives from the PDI-P faction, Sadarestuwati, highlighted a number of crucial matters in the Hearing Meeting (RDP) with the President Director of PT Telkom Indonesia, Dian Siswarini. One of them questioned the significant difference between operating income, operating profit, and net profit of the state-owned company in the first quarter of 2025.

The member of the Indonesian House of Representatives from the PDI-P faction assessed that this considerable margin difference should be clarified because Telkom is one of the strategic SOEs with strong market dominance, especially through Telkomsel.

"If you look at Telkom, this is actually one of the state companies that can be called a monopoly company even though there are competitors. But the dominance of Telkomsel. In this case, is it true that the net operating profit itself is only 15.9? Please explain, what kind of calculation, where did he run," he said.

Sadarestuwati also highlighted the practice of losing the quota of Telkomsel customers which was considered detrimental to the community. He even likened this practice to his cruelty' with the online motorcycle taxi promo applicator that is often complained about.

"If in Commission V it says that the cruel applicator of ojol promo is a lie, here I can say that Telkomsel is cruel, because it eliminates quotas from its users. If you count it, it's not a little," he said.

"Starlink cannot reach the level of remote areas like my village. myself, if you want to call, I already use a wi-fi network. But if you want to call and not above, I have to run out of the house first," continued Sadarestuwati.

Sadarestuwati asked Telkom to open clear data on where the remaining quota was run that customers did not use. According to him, the remaining quota should be included in Telkom's profit count.

"For example, I use a Halo card, but I almost never use it at all to be active. But I have to pay my quota every month. You could say it's not used by more than 50%. So this is what I said, where does the remaining quota go?" he asserted.

Not only that, but Sadarestuwati also highlighted that Telkom's contribution to countries that were considered not optimal. Based on records, Telkom's contribution through taxes and dividends during the 2020-2024 period was said to be only around Rp. 20,041.5 billion.

"If you look at the business at the Telkom Group, it should be much bigger than that. If I may say, it's not this small," he said.

At the end of his intervention, Sadarestuwati also criticized the problem of network disruptions that often occur at important moments, including during the election vote count.

Finally, I wanted to ask about a network that was always problematic at a democratic party like the past when the KPU tally suddenly stopped. Well, when it stopped appearing again the numbers had changed. This is what Telkom is responsible for? Why suddenly a change in numbers? " asked Sadarestuwati.

Sadarestuwati hopes that Telkom's new board of directors will be able to answer these problems openly and ensure more transparent governance so that this state company can truly provide maximum benefits for the people.
