Postponing SEOJK Health Insurance, OJK Prepares New POJK

JAKARTA - The Financial Services Authority (OJK) has officially postponed the implementation of the OJK Circular (SEOJK) Number 7 of 2025, one of which regulates the risk-sharing scheme (co-payment), originally effective January 1, 2026, and will prepare new regulations through POJK.

"The provisions in SEOJK Number 7 of 2025 concerning the Implementation of Health Insurance Products (SEOJK 7/2025) which were originally effective for January 1, 2026, were postponed and will be re-regulated in the POJK to be prepared," said Plt. Head of the Literacy Department, Financial Inclusion and Communications OJK M. Ismail Riyadi quoting Antara.

The decision was made as a follow-up to the Commission XI Working Meeting of the DPR RI with the OJK on Monday (30/6). The OJK will draft an OJK Regulation (POJK) on Strengthening the Health Insurance Ecosystem which will be consulted with Commission XI of the DPR RI.

Ismail explained that the provisions regarding strengthening the health insurance ecosystem will be effective with the issuance of the POJK, so that it can provide a stronger legal basis and more comprehensive regulatory coverage.

The preparation of this POJK aims to ensure the implementation of better governance and prudence principles in the implementation of health insurance products.

At the same time, POJK is also expected to provide tangible benefits for all parties in the health insurance ecosystem, starting from the community as policy/responsible holders, insurance companies and health care facilities.

"OJK will also continue to strengthen coordination and communication with all stakeholders to create a fair, transparent, and sustainable health insurance ecosystem," concluded Ismail.

Previously, Commission XI of the Indonesian House of Representatives in charge of Finance, National Development Planning, as well as Banking and Non-Bank Financial Institutions in partnership with the Government, asked the OJK to postpone the implementation of a risk-sharing scheme (co-payment) for commercial health insurance products.

Chairman of Commission XI DPR RI Mukhamad Misbakhun in a Working Meeting with OJK in Jakarta, Monday (30/6), stated that his party supports OJK's steps in strengthening the health insurance ecosystem and creating a balance of benefits between policyholders and the insurance industry.

However, regarding the co-payment scheme mentioned in SEOJK Number 7 of 2025, he hopes that its implementation will be postponed until further regulations are applied to POJK which has been consulted with Commission XI of the DPR.

"We still have half a year, so at that time we thought that there was enough time for consolidation from a policy perspective and to the community," said Misbakhun.

He ensured that Commission XI of the DPR carried out meaningful participation (meaningful participation) in order to absorb the aspirations of interested parties regarding the arrangement for the Implementation of Health Insurance Products.

"This is in order to provide reinforcement to what will be decided by the OJK," he said.
