Minister Bahlil Regarding The People's Well Candy: Only Those Who Have Been Operating For A Long Time

JAKARTA - Minister of Energy and Mineral Resources (ESDM), Bahlil Lahadalia, explained the Ministerial Regulation (Permen) of Energy and Mineral Resources Number 14 of 2025 concerning the legality of public oil well drilling which is valid on June 3, 2025. Permits or legality are given only for wells that have already been drilled.

"Only for those who have already done it, not all of them, yes. Make no mistake, twisted. Please convey carefully that what will be legalized are the people's wells that have been produced so far," said Minister Bahlil in his statement, Saturday, June 28, 2025.

Bahlil regretted that the news was misinterpreted. It was stated that this legality was given because many people's oil wells were illegal, but had been operating for a long time.

The wells sell their products to illegal producers other than Pertamina. Therefore, Minister Bahlil issued a regulation governing the legality of the well.

"So far, there are people's wells that are produced, but they are illegal. These people's wells are already running, so that we can protect the environment well and they can also sell at good prices, so we make regulations," he said.

According to his calculations, the people's oil well produces around 15,000 to 20,000 barrels of oil per day. If it is not given legality and is managed properly, the public will be haunted by legal issues.

"It's a pity that they are also being chased by legal issues. They are our brothers and sisters. That's why the government made the decision to increase lifting as well, as well as to protect the environment and open the people, they can work well and correctly," said Bahlil.

For example, the Musi Banyuasin (Muba) Regency Government, South Sumatra, noted that the number of oil wells in Muba reached 7,721 points.

The number that manages as many as 231,000 people. The oil well also has the potential to cause humanitarian tragedy and environmental damage.

Based on this, Bahlil Lahadalia provided legality for drilling people's oil wells through a new regulation, namely the Regulation of the Minister of Energy and Mineral Resources Number 14 of 2025 which is valid from June 3, 2025.

The regulation regulates cooperation in the management of the working area to increase oil and gas production as well as supervision of people's oil wells.
