The Textile Industry Has Not One Voice Regarding The Proposal For The Imposition Of Anti-Dumping Imports

JAKARTA - Textile industry players do not have one voice with the Decree of the Minister of Trade rejecting the proposal for the imposition of Anti-Dumping Import Duty (BMAD) on filamentary yarn products from China. There are associations that support and some regret the decision.

The refusal of the Minister of Trade Budi Santoso to propose the imposition of BMAD on filament yarn products from China is based on input from a number of ministers and also domestically related industry players.

Chairman of the Association of Indonesian Filament Filament Filament Spreaders (APSyFI), Redma Gita Wirawata, revealed that the pros and cons of the imposition of BMAD on filament yarn products from China occurred within the Indonesian Textile Association (API) which oversees many actors in the textile sector.

Redma said the pros and cons occurred because the API did not seem to fully reflect the strategic interests of the national industry as a whole. Because, there are three large groups that have different interests.

"We have to explain to the public that not all API members reject BMAD. In fact, there are three large groups that have different interests," said Redma in a written statement, Saturday, June 28.

Redma said the first group was a domestic textile industry actor who focused on production, especially from the spinning sector. They strongly support the implementation of BMAD because they are aware of the serious threat from the flood of dumping items that suppress prices and undermine competitiveness.

This group is pro national industry. They don't play with imports. They know very well that dumping is allowed, it can destroy the industrial ecosystem from upstream to downstream," he said.

Then, continued Redma, the second group is a textile company that also imports goods, but on a limited scale. Meanwhile, the third group is the most dominant in playing public opinion and is strongly suspected to be the force behind BMAD's rejection.

Redma menjelaskan kelompok ini disebut sebagai pemain impor besar, yang tidak masuk ke dalam API. Namun melalui API, para impendir ini melakukan pergerakan untuk mempercepat aturan impor tersebut.

They not only take large quotas, but also sell dumping goods in the country. In fact, they have a strong network to the ministry. The pressure from those that makes officials reluctant to set BMAD," said Redma.

Previously, it was reported that the government through the Ministry of Trade (Kemendag) decided not to further process the recommendations of the Indonesian Anti-Dumping Committee (KADI) regarding the imposition of Anti-Dumping Import Duty (BMAD) on the import of certain synthetic filaments from China.

Trade Minister Budi Santoso said this decision was taken into account the condition of the national textile and textile product (TPT) industry as a whole, as well as input from relevant stakeholders.

"This decision was taken taking into account the condition of the national TPT industry, especially the supply of certain synthetic filamentary yarn to the domestic market which is still limited," he said in an official statement, Thursday, June 19.

Moreover, continued Budi, the national production capacity has not been able to meet the needs of the domestic user industry.

"Most manufacturers of certain synthetic filamentary threads produce for their own use," explained Budi.
