DKI DPRD Values Formation Of Parking BUMD Prone To Bancakan Political Parties

JAKARTA - Chairman of the Parking Special Committee (Pansus) of the DKI Jakarta DPRD, Jupiter, does not agree if the DKI Provincial Government forms a regional-owned enterprise (BUMD) that manages parking in Jakarta. According to Jupiter, parking BUMD is prone to political bancakan.

"If the discourse of BUMD parking as conveyed by experts also does not solve the problem. Because when forming a new BUMD, it only becomes a policy for political parties," Jupiter told reporters, Thursday, June 26.

According to the member of the NasDem faction of the DKI Jakarta DPRD, the process of forming a state-owned company has the potential to be used politically. He is worried about the party's intervention in determining the composition of the BUMD directors and commissioners.

"The BUMD's political value is too high. In fact, commissioners and directors must go through closeness to political parties. Through closeness, not from professionals," said Jupiter.

Moreover, with the increase in BUMD in Jakarta, the DKI Regional Revenue and Expenditure Budget (APBD) burden is also increasing because it must disburse regional capital participation (PMD) to develop the company.

"With PMD given by burdening the APBD and it also cannot be ascertained whether the PMD given then the BUMD can contribute (dividend) which is greater than the PMD he received," he said.

Previously, DKI Jakarta Governor Pramono Anung opened his voice on the proposal to form a parking BUMD. Pramono said the proposal would be discussed further in detail. He assessed that the parking system in Jakarta had been stagnant for too long and needed updates.

"Yes, we will discuss it in more detail," said Pramono at City Hall, Tuesday, May 20.

Along with this, the DPRD and the DKI Provincial Government plan to compile a revision of Regional Regulation (Perda) Number 5 of 2012 concerning Parking. In its preparation, the Parking Special Committee explores a number of technical issues in the preparation of recommendations for parking management policies on street and off street.

The important issue in this arrangement is optimizing parking management in order to increase local revenue (PAD) from levy fees. One of them is by using an electronic parking terminal machine (TPE) and minimizing the existence of illegal parking which is still having an impact on PAD leakage.
