Protect Consumers And Boost Competitiveness, Minister Of Trade Budi Issues Permendag 15

JAKARTA - Trade Minister Budi Santoso issued Minister of Trade Regulation (Permendag) Number 15 of 2025 concerning Standardization of the Trade Sector. This regulation aims to increase consumer protection.

Budi said the consumer protection referred to here is for the use of goods and services related to safety, security, health, and the environment (K3L).

In addition, continued Budi, this Permendag also aims to improve the competitiveness of product quality and labor in the trade sector.

"One of the goals of the issuance of Permendag Number 15 of 2025 is to increase consumer protection in using goods and services circulating in the market, especially from aspects of security, health, safety, and preservation of environmental functions," Budi said in an official statement, Wednesday, June 25.

Budi said another goal of this regulation is to increase the quality guarantee of competitive products in the domestic and international markets, realize healthy business competition and business certainty, encourage innovation and technology in trade, and increase labor competence and productivity.

"Permendag 15/2025 is also a form of government facilitation in fostering the fulfillment of quality requirements and technical requirements for products in export destination countries. Meeting the quality and technical requirements of products will support increasing the use of international trade agreements," said Budi.

According to Budi, the provisions for the standardization of the trade sector for goods, services, and labor in the trade sector were previously regulated through Permendag Number 81 of 2019 concerning Standardization of the Trade Sector.

The regulation has been revoked and replaced with Permendag Number 26 of 2021 concerning Stipulation of Standards for Business Activities and Products in the Implementation of Risk-Based Business Licensing in the Trade Sector.

"Permendag 26/2021 has not fully accommodated several important substances related to the standardization process for goods, services, and labor in the trade sector. Therefore, new arrangements are needed through Permendag 15/2025," said Budi.

For your information, Permendag 15/2025 has a scope of standardization regulations that cover various aspects related to goods, services, and labor in the trade sector.

This scope includes planning the standardization of the trade sector; formulation, determination, and review of standards in the trade sector; application and application of standards in the trade sector; standardized conformity assessment institutions (LPK) in the trading sector; assessment of standardity conformity in the trade sector; standardized personnel in the trade sector; trading standardized information system; standard trading sector monitoring; standard trade sector; trade sector standard supervision; trade sector standard supervision; and trade standardization development.

Some of the activities regulated in Permendag 15/2025 include the formulation of several Indonesian National Standards (SNI) for the services and Standards of Indonesian National Work Competency (SKKNI); the plan to register a test laboratory that tests goods related to K3L aspects; as well as assessing the risk of export commodities to overcome technical obstacles in export destination countries.
