JAKARTA - The Ministry of Transportation (Kemenhub) has special rules in carrying out PSO (public service obligation) passenger and cargo ship operations in areas that have carried out the status of Large-Scale Social Restrictions (PSBB) due to the COVID-19 pandemic.

Director of Traffic and Sea Transportation of the Ministry of Transportation, Wisnu Handoko, said that during the PSBB period, ship operations could still be carried out by taking into account the basic needs of the people in the area.

Wisnu said that during the PSBB period, passenger ships were obliged to reduce their passenger capacity by half. "For sea transportation, namely passenger ships, limiting 50 percent of the total seating or bed capacity by implementing physical distancing," said Wisnu in Jakarta, Saturday, April 18.

Meanwhile, passenger ships during the PSBB period can be allowed to carry cargo (goods) because there is a limited number of special cargo ships entering the PSBB area to carry logistics.

However, there are provisions that must be obeyed. The ship is only for carrying logistics support for handling and preventing COVID-19, to transport logistics for basic necessities, essential and essential goods. Loading cargo on a passenger ship must pay attention to the safety of the ship's stability.

In addition, during the PSBB period, port operations were also permitted, but with conditions that had to be obeyed. For example, logistical loading and unloading work specifically to support handling and prevention of COVID-19, loading and unloading of export / import goods, basic necessities, and essential and essential goods.

"Ports must also reduce the concentration of officers, workers and port visitors by implementing physical distancing. As well, ship operations, stevedoring, cargodoring, and delivery are still permitted to be carried out by implementing physical distancing," he said.

For information, there are 8 regions that have received permission from the Ministry of Health (Kemenkes) to apply the PSBB status. Some of these regions have officially implemented the PSBB since a few days ago.

First, DKI Jakarta has officially enforced the PSBB status since last April 10. The PSBB is valid for 2 weeks until 23 April. Several regions in West Java, namely Bogor, Depok and Bekasi, officially enforced the PSBB from April 15 to April 28.

Furthermore, the city of Pekanbaru, Riau has implemented the PSBB since 17 April. Then, the Tangerang Raya area in Banten Province officially enforces the PSBB from today until May 3. There is a possibility of extending the PSBB period in the regions that have implemented it.

Several other regions will also immediately apply the PSBB status. Makassar City, South Sulawesi will implement the PSBB from 24 April to 7 May. Then, the Greater Bandung area (Bandung, West Bandung, Cimahi, Sumedang) will apply from April 22 to May 6.

Furthermore, the City of Tegal, Central Java will also implement the PSBB because it has been approved by the Ministry of Health. However, the Governor of Central Java has not yet decided when the PSBB in Tegal will officially take effect. West Sumatra has also just received the blessing of the implementation of the PSBB. The determination date is being prepared by the local government.
