After Basuki completed Geodesy Engineering at UGM in 1979, he was immediately involved in the Central Java Groundwater Development Project for three years from 1981 to 1984. After returning from Colorado University in the United States, armed with a Doctor of Philosophy Civil Engineering degree, in 1992 he was recorded as the only employee in the ministry with a Strata-3 graduate status.
For a year he served as Director for Central Region, Directorate General of Water Resources during 2001-2002. And continued the following year as Head of the Planning & Foreign Cooperation Bureau, Secretariat General, 2002 to 2003.
