DPR Wanti-Wanti MBG Budget Don't Be A Bancakan Field, Observer: This Is Warning For BGN

JAKARTA - The Indonesian House of Representatives has warned the National Nutrition Agency (BGN) to use the jumbo budget of IDR 217.86 trillion, with the right target so as not to become a bancakan field.

This DPR Wanti-Wanti is considered a warning for BGN as well as must be followed up by the Government so that the Free Nutrition Food (MBG) program runs well.

"The proposal of the DPR must be appreciated and the Government must immediately follow up. For what reason? Because considering the magnitude of the budget and scope that must be prioritized in the targets of the MBG itself."

"MBG is for children, this is just a school that is running, it's just a public school. There are no private schools yet, not to mention the pesantren schools, not yet," said Public Policy Observer Trubus Rahardiansyah, Saturday, June 14, 2025.

Moreover, later on MBG will also target pregnant women (bumil) and breastfeeding mothers (busui), as well as the elderly (elderly).

This fairly large program, said Trubus, must be properly monitored so that it can run well.

"Of course the most important thing is how to make the policy right on target as reminded by the DPR," he said.

On the other hand, Trubus assessed that collaboration and synergy are needed for all parties involved in coordination and supervision in the implementation of the MBG program so that irregularities do not occur in its management.

According to Trubus, large MBG budget supervision must be strict and tiered. Starting from the institutional BGN budget to the MBG budget in the field. For example, management in the MBG kitchen to distribution to school children.

"So, the tiere starts from the top, BGN itself, in the field it must also be monitored by all, because, yes, the name of the ASN contains it, yes, that's it. Sometimes you see a lot of money, finally the thought of bancakan," he said.

"Well, then get to the kitchen of MBG. SPPI and SPPG. Well, it must be monitored because that's what often happens, potential mark-ups, there is a budget cut. For example, it is cut from Rp. 10,000 to Rp. 8,000. That's what the KPK already smells that," added Trubus.

Strict supervision is also important considering that there are many cases or incidents in the implementation of the MBG program. Starting from low-quality menus to various cases of mass food poisoning, as happened in areas some time ago.

For this reason, said Trubus, the government must fix it by tightening supervision in stages.

"Don't let it happen later, there are some in the area where the food is of low quality. Then, there are also those that cause poisoning, there are also stale foods."

"Then, there are those whose distribution is late. So, there are many things that I think must also be addressed," he said.

Trubus emphasized that the supervision of the MBG budget is not enough only from the DPR and the Government, but must also involve public elements.

"The public can be involved as community leaders, religious leaders, or the people of the RT/RW community. Including the principal and the school committee."

"The problem is, the school committee also has parents there. Well, it must be watching too," said Trubus.

In addition, according to Trubus, the Government also needs to provide complaint services so that the public can make reports when there are problems in the implementation of MBG and participate in supervising it through this complaint channel.

"So, there is a place to complain where to go. Well, the complaint channel, what was the complaint, for example, the vice president's complaint (Gibran Rakabuming) or something. Then it was followed up," he said.

In addition, BGN is also considered necessary to cooperate with the TNI-Polri to oversee the implementation of MBG.

Moreover, it has received a superjumbo budget, even the largest compared to other institutions in 2026.

The involvement of the TNI-Polri is included in the reinforcement as strengthening or assistance to the operations of the BGN budget or more in particular, MBG.

"The regional government must participate in supervising. Don't be passive. This BGN must be strengthened."

Trubus also assessed that the existence of the DPR and DPRD was very important because they had constituents in their respective constituencies.

"So, if possible, these DPRs will also open complaints for their electoral districts. We hope that the Rp217 trillion budget can raise the economic level around schools, around which the MBG is being held."

"So, it's not just monopolized by catering. However, there must be people or the surrounding community so that the economy continues," Trubus said.

Previously, a member of Commission IX of the Indonesian House of Representatives, Nurhadi, warned the National Nutrition Agency (BGN) to use a budget of IDR 217.86 trillion on target.

He reminded that this large budget should not become a field of banking that leads to corruption cases.

Such as the alleged corruption case in the procurement of Chromebook laptops worth Rp9.9 billion for the digitization of education at the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) in 2019-2022 which is currently being handled by the Attorney General's Office.

"The BGN budget must be right on target so that nothing else happens, such as the corruption case in the procurement of laptops which touched the figure of Rp. 10 trillion."

Nurhadi emphasized that the Government, especially BGN, must make the best use of the budget in the midst of a volatile global economy.

He warned BGN to absorb the budget transparently and accountably.

"If it is realized Rp217 billion, it means that BGN must implement a stricter and better system."
