The rules regarding the prohibition on Lebaran homecoming are stipulated in the Minister of Transportation Regulation or Permenhub No. PM 13/2021 concerning Transportation Control for the Idul Fitri 1442 H. However, in the Permenhub there are 37 cities that are not subject to a ban on going home, covering 8 agglomeration areas.

General of Land Transportation of the Ministry of Transportation Budi Setiyadi said that in areas that are included in the exemption from the homecoming ban, land and rail transportation can still operate.

"Regarding the problem of agglomeration or the urban environment, so for urban areas there are several areas that we have skipped in the Ministry of Transportation regulations. So they can continue or still carry out movement activities," Budi said during a press conference, quoted on Tuesday, April 13.

The following areas are exempt for land transportation:

1. Medan, Binjai, Deli Serdang and Karo

2. Jabodetabek: Jakarta, Bogor, Depok, Tangerang and Bekasi

3. Bandung Raya: Bandung City, Bandung Regency, Cimahi City, and West Bandung Regency

4. Yogyakarta Raya: Yogyakarta City, Sleman, Bantul, Kulon Progo, Gunungkidul

5. Semarang, Kendal, Demak, Ungaran, and Purwodadi

6. Solo Raya: City of Solo, Sukoharjo, Boyolali, Klaten, Wonogiri, Karanganyar, and Sragen

7. Gresik, Bangkalan, Mojokerto, Surabaya, Sidoarjo

8. Makassar, Sungguminasa, Takalar, Maros
