Recruiting On Street Parking Officers Not Involving Ormas, DKI Transportation Agency: People Per Person

Head of the DKI Jakarta Transportation Agency, Syafrin Liputo, said that his party is currently collecting data on parking attendants (jukir) who will officially manage parking on roads (on street).

This is done as an effort to improve the parking system in Jakarta. Where, parking retribution income is still leaking due to the existence of illegal parking.

"We are currently preparing data related to 244 roads which are now managed by UP Parking as a parking location on street. There is already data on how many parking attendants are operated," said Syafrin at DKI Jakarta City Hall, Tuesday, June 10.

In re-data collection of parking attendants on street, Syafrin said that the DKI Provincial Government will employ individual jukir without involving community organizations (ormas).

According to him, mass organizations are only seconded to eradicate illegal parking or extortion that controls roads without contributing to regional treasury.

"This person is per person. Not a mass organization. The mass organizations or those arrested by the local sub-district officials, for example, were the ones we carried out yesterday to enforce the law for illegal parking attendants," explained Syafrin.

Most of the parking attendants who will be empowered in optimizing the on-street parking management are those who have previously made parking arrangements on roads.

"There we understand that there are properties, because there are managers at the beginning, so they are made there. That is what is calculated as jukir in the area," explained Syafrin.

Then, the DKI Jakarta Transportation Agency's Parking Management Unit (UP) will commission parking attendants from some of the proceeds from parking fees on each road section.

"The nature (of giving) the commission. For example, he manages one road segment, how much is the total (income), a few percent is the parking attendant, then a few percent goes to the parking UP cash," said Syafrin.

For information, the DKI Provincial Government is currently preparing a plan to digitize parking on Jakarta roads. This policy will also be prepared in the revision of Regional Regulation Number 5 of 2012 concerning Parking.

Later, the on-street parking management will be optimized by using electronic parking terminal machines (TPE). This is done so that the parking levy that enters the regional treasury can be collected optimally.

Currently, the DKI Transportation Agency is testing new parking machines on a number of roads. If successful, these machines will replace the old system in all areas of Jakarta.
