Riau Islands Police Investigate Origin Of 11 Tons Of Illegal Solar Transport Ships
BATAM - Investigators of Sub-Directorate IV Ditreskrimsus Polda Kepri investigated the origin of 11 tons of diesel fuel (BBM) carried by RIzki Laut IV motorboat (KM) without a permit, after naming his captain as a suspect.
Kasubdit IV Ditreskrimsus Polda Kepri AKBP Zamrul Aini said his party had summoned the ship owner and the owner of 11 tons of unlicensed fuel.
"We have sent a summons to the ship owner and the owner of the fuel. However, until now it has not fulfilled the summons," he said as quoted by ANTARA, Monday, June 9.
Based on MF information, the ship's captain, that the ship and fuel belong to the US, and the captain works on the orders of SN. In this case, investigators have only named one suspect, namely the captain.
MF is suspected of violating the provisions of Article 323 paragraph (1) in conjunction with Article 219 paragraph (1) of Law Number 17 of 2008 concerning Shipping, because it sailed without a sailing approval letter (SPB) from Syahbandar.
"Without SPB, ships are not allowed to sail. The ship does not have a permit, the fuel also does not have a permit," he said.
He said, although the diesel transported was non-subsidized, but without a commercial permit. Therefore, MF is subject to Article 40 number 8 of Law Number 6 of 2023 concerning Job Creation which amends Article 53 of the Oil and Gas Law.
"Even though the fuel transported is non-subsidized, it is still not allowed to be transported without a downstream oil and gas business license. In the past, the sanctions were criminal, now it has been reduced to administrative sanctions," he said.
According to him, this is the gap between business actors in the name of distributing fuel without a permit.
His party is working with BPH Migas and the Directorate General of Energy and Mineral Resources to handle the alleged violation of this illegal fuel distribution. The two institutions have full authority to supervise fuel trading business licensing.
