List Of Five Mining Companies Operating In Raja Ampat
JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) noted that currently, there are five mining companies that have official permits to operate in the Raja Ampat area, West Papua. Two companies received permission from the central government and three others received permission from the local government.
The five companies operate on five islands that are mining locations, namely Gag Island, Manuran Island, Batang Pele Island, Kawe Island and Waigeo Island.
The company that received permission from the central government was PT Gag Nickel. This company Holds Generation VII Contract (KK) with an area of 13,136 hectares on Gag Island has entered the Production Operation stage based on the Decree of the Minister of Energy and Mineral Resources No. 430.K/30/DJB/2017 which is valid until November 30, 2047.
The company also has AMDAL (Environmental Impact Analysis) documents in 2014, then AMDAL Addendum in 2022, and Type A A A A AMD Addendum published last year by the Minister of Environment and Forestry.
Meanwhile, IPPKH (Lending and Using Forest Area Permit) was issued in 2015 and 2018. Work Area Arrangement (PAK) was issued in 2020. Until 2025, the total mining openings reached 187.87 Ha, with 135.45 Ha having been reclamationd. PT Gag Nickel has not disposed of waste water because it is still waiting for the issuance of an Operational LIKE Certificate (SLO).
In addition, another company that also received permission from the central government was PT Anugerah Surya Pratama (ASP). This company has a Production Operation IUP based on the Decree of the Minister of Energy and Mineral Resources No. 91201051135050013 which was issued on January 7, 2024 and is valid until January 7, 2034.

The area has an area of 1,173 Ha on Manuran Island. For environmental aspects, PT ASP has AMDAL documents in 2006 and UKL-UPL in the same year from Raja Ampat Regent.
Meanwhile, the remaining three companies have obtained permission from the local government. First, PT Mulia Raymond Perkasa (MRP). This company is the holder of IUP from the Regent's Decree Raja Ampat No. 153.A 2013 which is valid for 20 years until February 26, 2033 and covers the 2,193 ha area on Batang Pele Island. Activities are still in the exploration stage (development) and do not yet have environmental documents or environmental approval.
Then, PT Kawei Sejahtera Mining (KSM). This company has an IUP based on the Decree of the Regent No. 290 of 2013, which is valid until 2033 with an area of 5,922 ha. For the use of the area, the company holds an IPPKH based on the Decree of the Minister of Environment and Forestry in 2022. Production activities have been carried out since 2023, but currently no production activities have taken place.
Then, PT Nurham. This company holder of IUP based on the Decree of the Regent of Raja Ampat No. 8/1/IUP/PMDN/2025 has a permit until 2033 with an area of 3,000 ha on Waegeo Island. The company has had environmental approval from the Raja Ampat Regency Government since 2013. Until now the company has not produced.
Sustainable Supervision And Evaluation
The Ministry of Energy and Mineral Resources emphasized that all mining activities in Raja Ampat are closely monitored and transparently. Supervision includes aspects of legality, environmental protection, as well as compliance with conservation areas and protected forests.
Evaluation is also carried out in accordance with Law no. 27 of 2007 concerning Management of Coastal and Small Islands, which requires reclamation to be carried out taking into account the technical, environmental and social benefits.
During his visit to Gag Island on Saturday, June 7, ESDM Minister Bahlil Lahadalia listened directly to the aspirations of the local community.
"I came here to see firsthand the situation on the ground and listen to the public. The results will be verified and analyzed by the mining inspector team," Bahlil said as quoted on Sunday, June 8.
The Ministry of Energy and Mineral Resources has dispatched a team of mining inspectors to conduct technical evaluations of all Mining Business Permit Areas (WIUP) in Raja Ampat. The results of the evaluation will be the basis for further policies and decisions from the Minister of Energy and Mineral Resources.
"The government emphasizes that even though all companies have official permits, evaluations will continue to be carried out in a sustainable manner in order to maintain a balance between environmental sustainability and economic activity," he said.
