KKP Guarantees Quality Of Seaspace Utilization Permit Service Is Not Complicated
JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) ensures that the quality of licensing services for the Compliance of Marine Spatial Utilization Activities (KKPRL) is not complicated. This is to maintain the business climate and protect marine ecosystems in Indonesia.
If you experience problems, stakeholders can submit their complaints through the KKP complaint service which can be accessed 24 hours a day.
"Please communicate if there are obstacles. The communication door is open 24 hours plus, because the KKPRL is very crucial to ensure all activities in the sea room run according to the corridor," said Director General of Marine Spatial Planning of the KKP Kartika Listriana as quoted from his official statement, Wednesday, May 28.
The KKPRL is a basic permit that must be owned by everyone or business entities to carry out residential activities in the sea space, such as the deployment of pipes and submarine cables to construct production buildings/infrastructure in the sea.
From 2021 to 2024, the KKP has issued 2,370 KKPRL documents. Meanwhile, from the beginning of May to mid-May, 241 KKPRL documents have been issued.
For this year, the KKP itself targets non-tax state revenue (PNBP) from the issuance of KKPRL permits of IDR 500 billion and currently it has reached IDR 172 billion or around 34.43 percent of the target.
Kartika explained that consultations can be carried out directly to officials who handle KKPRL or through the KKP's official hotline to speed up licensing.
According to him, the compliance of KKPRL holders will have a major impact on the smooth running of business ecosystems in the sea space and the survival of biota in it.
"We are also under the supervision of the KPK, so if we provide inadequate services and are too convoluted or too long, we will also receive punishment. So, it is very important to work with stakeholders," he said.
Meanwhile, the Special Staff of the Minister of Marine Affairs and Fisheries for Public Relations and Public Communications Doni Ismanto Darwin said the importance of compliance with KKPRL holders, especially in submitting annual reports.
From the results of the evaluation, his party found that there were still many KKPRL holders who had not submitted annual reports. In fact, there are fines that must be paid if they ignore the report.
In addition to ensuring the quality of service, said Doni, his party always opens space for discussion with stakeholders. One of them is through the Morning Sea program with the Directorate General of Marine Spatial Planning of the KKP which was held for the first time with KKPRL stakeholders.

"So far, we have prioritized soft approaches. We want sea spatial planning to be neat, administratively clear, in accordance with the principle that sea space is open access for everything, not exclusive," he explained.
Meanwhile, Corporate Secretary of PT Pertamina (Persero) Brahmantya S. Poerwadi appreciated the transformation of marine space services and governance carried out by the government. According to him, the quality of service will be directly proportional to the business development carried out by business entities.
"I have to admit that this KKP is transforming very well. This year, we have a new assignment in the Andaman Sea, Masela Sea, which Pertamina cooperates with several companies. Of course it requires licensing regulations," he said.
