The Extension Of The Retirement Of ASN Is Ineffective Without Comprehensive Reform

JAKARTA - Economic observer from Andalas University (Unand) Syafruddin Karimi assessed that the proposal to extend the retirement age of the state civil apparatus (ASN) to 70 years has the potential to have a number of negative impacts if implemented without comprehensive fiscal supporting policies and reforms.

According to him, this policy can interfere with bureaucratic efficiency, reduce absorption of young workers, and increase the country's fiscal burden.

"The proposal to extend the retirement age of ASN to 70 years, if implemented without comprehensive fiscal supporting policies and reforms, will threaten bureaucratic efficiency, reduce the absorption of young workers, and increase the country's fiscal burden," he said, Sunday, May 25.

Syafruddin suggested that the government prioritize the reform of the pension system, refreshing apparatus human resources, and structuring staffing structures based on productivity, not just age.

Previously, the Civil Servant Corps of the Republic of Indonesia (Korpri) proposed an increase in the retirement age limit (BUP) of the state civil apparatus (ASN), including civil servants (PNS) both in structural positions and functional positions.

Head of the National Civil Service Agency (BKN) Zudan Arif Fakrulloh said that the proposal had been submitted to President Prabowo Subianto, Chairman of the Indonesian House of Representatives Puan Maharani, and Minister of PAN-RB Rini Widiyantini.

"Ladies and gentlemen, please pray that we are fighting for it, conveying to the President, chairman of the DPR RI, Mrs. Menpan, proposals and aspirations of Korpri members and Korpri administrators, submitting proposals for an increase in retirement age," he said as quoted from the Instagram account @bkngoidofficial, Sunday, May 25.

Zudan said that Korpri proposed an increase in the ASN retirement age limit ranging from 60 years to 70 years based on the level of office.

He added that the proposed retirement age limit for high-ranking officials or Main JPT is 65 years, JPT Intermediate or Echelon I becomes 63 years, JPT Pratama or Echelon II level to 62 years, Echelon III and IV to 60 years, and to the main functional position to 70 years.

"So for echelon 1, the main high leadership positions, we ask for up to 65 years, echelon I yes 63 years, echelon II 62 years, echelon III and 4 60 years, then for the main functional position 70 years," he explained.

Zudan said that the purpose of this policy is to encourage increased ASN expertise to switch to functional positions and have submitted a proposal so that all ASN have a baseline as functional officials.

"So you work friends. This is one of the goals to encourage your friends' expertise in pursuing their functionalities and we propose that all asn base lines be functional officials," he added.
