Sending ASN To Military Barracks Corrects Law

JAKARTA The Executive Director of the Regional Autonomy Implementation Monitoring Committee (KPPOD), Herman N Suparman, emphasized that the discourse on sending state civil servants (ASN) was problematic to be educated in military barracks in violation of Law Number 20 of 2023 concerning State Civil Apparatus (USU ASN).

"In addition to the ASN Law, sanctions sent to the military barracks are also not regulated in Government Regulations on ASN Management," he said, Sunday, May 25, 2025.

Previously, when visiting the headquarters of Rindam III Siliwangi, Bandung, Governor of West Java, Dedi Mulyadi said that the discourse was not only naughty students and ordinary citizens, ASN and teachers who had problems also needed to be educated in the military barracks.

The reason is, coaching in military barracks will be a sanction for ASN and naughty teachers.

According to Herman, the discourse seems to show that Dedi Mulyadi as regional head does not understand that ASN is a group of civilian officials and should not be subject to education related to militarism.

In addition, the involvement of the military in imposing sanctions on ASN is considered excessive.

"This further confirms that the military can serve and control anything even though the plan to send lazy ASN to this military barracks comes from the regional head," he added.

He stated that Dedi Mulyadi should look for other ways to discipline lazy ASN according to the ASN Law and the ASN Management PP. One of them can go through mutations and demotions.

"So, don't just instantaneously go to the military barracks. Not necessarily behavior can change suddenly," said Herman.

He gave an example, discipline can still grow in bureaucrats in developed countries even though they are not formed by military institutions.

ASN discipline needs to be carried out structurally and institutionally, where regional heads must set an example and set standard rules and implement them consistently.

"Then the next step is important to identify institutional problems, such as welfare, work competence, bureaucratic politicization, career management that damages the work morale of ASN," said Herman.
