Members Of The House Of Representatives Ask For Admins To Use 'Blood Fantation' Accounts To Be Acted, Call Cyber Supervision Failed
JAKARTA - Member of Commission III of the House of Representatives, Gilang Dhielafararez, urged law enforcement officials to immediately investigate all parties involved in the 'Blood Front' group on Facebook.
Gilang asked law enforcement officials to take action against admins, moderators, and users who spread and interact with content containing sexual violence against the child.
"This is not just a matter of admins. Everyone involved, from group creators, account managers, to users who actively spread or respond to the content, must be arrested and tried," said Gilang Dhielafararez, Monday, May 19.
No one should escape. We are talking about sexual crimes including against children, crimes that fall into the category of extraordinary crimes," he continued.
The public was previously made restless by the emergence of a 'Blood Fan' Facebook group containing conversations leading to inses or inbreeding sex. The group is said to have up to 32,000 Facebook user member accounts.
In the group, various group member messages were displayed leading to immoral acts related to sexual attraction with family members.

The Cyber Directorate of Polda Metro Jaya is currently investigating the Facebook group 'Blood Fantation'. National Police Chief General Listyo Sigit Prabowo has also stated that his party will take firm action against the perpetrators involved.
Gilang also asked the police to ensure law enforcement commitments in this case, by taking firm action against all parties involved.
"This is very bad. We ask all to be chased. Not only admins or those who post, but those who comment must also be checked as a whole. Including whether this group on Facebook is a forum for pedophiles and other perpetrators of sexual crimes," said the legislator from the Central Java II electoral district.
Meanwhile, the Ministry of Communication and Digital Affairs (Komdigi) has blocked the Facebook group 'Blood Fantasi' which features many of the child's victims.
Komdigi until now admitted that he had blocked 30 links with similar content, so he coordinated with Meta.
Komdigi emphasized that the blocking was carried out as a firm effort by the state to protect children from digital content that was mentally and emotionally damaging. Content in the group 'BloodFantation' is said to be a serious violation of children's rights.
Even so, Gilang regretted that the Facebook group had been active for a long time before it was finally blocked by Komdigi. According to him, this delay in handling shows the weakness of the early detection system, both by the government, law enforcement, and by digital platforms.
"This shows that cyber surveillance is failing! Even though we have many instruments and institutions that are tasked with early detection, to sweeping dangerous and disturbing content like this," said Gilang.
This group has existed for a long time but only been traced after it was widely discussed or after it went viral. This means that the supervision in our cyber world is very minimal. The emergence of groups that spread these irregularities shows the weakness of cyber surveillance in Indonesia," he added.
Gilang also urged digital forensics to immediately identify all the perpetrators and victims whose images were spread through posts in the group "Blood Fantation". He also emphasized the importance of protecting victims who had published in this group.
"Victims of irregularities must be ensured to receive protection. Law enforcers must also be able to investigate the possibility of physical sexual crimes that also occur related to content or members in the account," said Gilang.
The member of the Commission in the DPR in charge of law and security also asked the government to reform the digital content monitoring system. In particular, said Gilang, regarding the performance of Komdigi, Polri, and supervision of digital platform providers.
The government must build a monitoring system that is not only responsive, but also preventive. If such heinous content can pass, then until it develops into a community, it means that there are big problems in cyber surveillance in Indonesia. And this must be corrected immediately," explained Gilang.
"The state must be present. Don't give the slightest space for child predators and other perpetrators of sexual crimes, both in the real world and in cyberspace," he added.
Gilang is of the view that the emergence of the Blood Fantation' Facebook Group is a form of systematic crime that takes advantage of careless digital surveillance. He did not want a similar incident to happen again.
Gilang encouraged law enforcement officials to use strict articles in Law Number 17 of 2016 concerning Child Protection and Article 27 paragraph (1) of the ITE Law regarding the spread of immoral content, to ensnare the perpetrators.
"The articles are clear. The criminal threat is also severe. There should be no reason not to immediately arrest and try the perpetrators involved," explained Gilang.
On the other hand, Gilang mentioned the responsibility of the Meta platform, which is also considered negligent in monitoring harmful content and communities. According to him, this is not the first time Facebook has become a place where criminal content is developing.
platform providers must also be held accountable for being negligent in filtering and removing deviation content that has the potential to cause a lot of damage in these aspects," he explained.
Gilang asked the platform to take firm action if supervision of Groups such as 'Blood Fantation' was not carried out strictly.
This is not the first time the Meta platform has become a place for crime to develop. If they cannot control their content, then the state has the right to evaluate its operational permits in Indonesia," said Gilang.
