This provision is contained in the Ministry of Finance Service Note Number ND-134 / PB / 2021. The note is addressed to the Head of the Regional Office of the Directorate General of Treasury and the Head of the State Treasury Service Office.

In the attachment to the official note, several components are not included in the 2021 THR. Among them are performance allowances, additional employee income, and performance incentives.

Finance Minister Sri Mulyani said that the amount of THR paid this year only includes the basic salary plus the inherent allowances. "(The government) continues to give (THR) to ASN and TNI/Police their rights, although it does not include performance allowances", she said at an online press conference, Thursday, April 29.

The former Managing Director of the World Bank explained that the performance allowance component was not included because the community still needed State Budget support to deal with the COVID-19 pandemic.

Furthermore, he urged the government to divide the budget for ASN and TNI / Police with the budget for social assistance for vulnerable communities and 40 percent of the people in the lowest clusters.
