Prevent Overlapping Authority, BAIS And BIN Should BeUnified
JAKARTA - Trisakti University public policy observer Trubus Rahadiansyah assessed that the discourse on the unification of the Strategic Intelligence Agency (BAIS) and the State Intelligence Agency (BIN) could be carried out to prevent overlapping authorities.
"(The unification of BAIS and BIN) can be done, because often there are the same jobs, in order to avoid overlapping," he said, Sunday, May 11, 2025.
According to him, what BAIS and BIN have been doing so far has no significant difference, so there should be no reason for the two intelligence agencies to separate.
Likewise, the reason that the human resource base (HR) in BAIS is from the Indonesian National Army (TNI) and BIN from the Police and also civil society is not a principle for the union of the two bodies.
"If this is true, I will talk more about public policy, on the effectiveness of the organization, not from the political aspect or others," Trubus added.

He stated that the unification of BAIS and BIN will be able to provide more tangible improvements in improving government performance, which ultimately has an effect on society.
"In this case, if BIN and BAIS are used as one, there is effectiveness in public services," said Trubus.
He gave an example, eradicating acts of thuggery that are considered to hinder investment and have an impact on the national economy can be carried out effectively if BAIS and BIN have been merged.
"So, cross-sectoral cooperation between BAIS and BIN is no longer needed in identifying and dealing with camouflaged thuggery in the form of mass organizations as a responsive step," Trubus concluded.
