Yusril Emphasizes The Importance Of Coordination To Avoid Overlaping Human Rights Handling Authority

Coordinating Minister for Law, Human Rights, Immigration and Corrections (Menko Kumham Imipas) Yusril Ihza Mahendra emphasized the importance of strengthening coordination to avoid overlapping authority in handling human rights between ministries.

In a coordination meeting in Jakarta, Friday, May 9, he referred to the provisions of Article 25 of Presidential Regulation Number 139 of 2024 as the legal basis for coordination between the Coordinating Ministry for Kumham Imipas and the Ministry of Human Rights.

"This meeting is a forum to determine which one is under the authority of the Ministry of Human Rights and which one must be coordinated through the Coordinating Ministry," said Yusril, quoted by Antara, Saturday, May 10.

Therefore, the Coordinating Ministry for Human Rights, Kumham Imipas, held a coordination meeting with the Ministry of Human Rights to strengthen the synergy of implementing government duties in the field of human rights.

On the same occasion, Deputy Coordinating Minister for Human Rights, Imipas Otto Hasibuan, added that cross-ministerial collaboration was an important mandate from President Prabowo Subianto.

"We must collaborate well with all parties. In making decisions, coordination must be carried out from the start, not after the decision is made," Otto told the ministry leaders under the coordination of the Coordinating Ministry.

In line with that, Deputy Minister of Human Rights (WamenHAM) Mugiyanto Sipin emphasized that the spirit of the two institutions is to ensure that the President's directives can be implemented effectively.

"Coordination is the key. The Ministry of Human Rights under the coordination of the Coordinating Ministry for Human Rights, Kumham Imipas, is ready to work together to carry out the state's agenda," said Mugiyanto.

He also highlighted the challenges of implementation in the field, especially in applying various existing regulations. Currently, the Ministry of Human Rights faces technical challenges, so it is important to build understanding in the implementation level.

Meanwhile, the Deputy for Human Rights Coordination at the Coordinating Ministry for Human Rights, Kumham Imupas Ibnu Chuldun, reported that in February 2025 a coordination meeting had been held to report human rights instruments. During the meeting, it was agreed that the formation of a human rights reporting work team would be carried out through the Minister of Human Rights Regulation.

Regarding the settlement of gross human rights violations, Mugiyanto stated that his party was continuing the various steps that had been initiated by the 7th President of the Republic of Indonesia Joko Widodo.

One of the things that has been done, he said, is the implementation of the kick off of the settlement of gross human rights violations in Pidie, Aceh in 2023, as part of the program to recover victims of gross human rights violations.

"This program is carried out by a number of ministries/agencies and is adjusted to the needs of the victims," said Mugiyanto.

The meeting was chaired directly by Coordinating Minister for Kumham Imipas and accompanied by Deputy Coordinating Minister for Human Development and Human Rights Imipas.

Also present in the activity were the Deputy Minister of Human Rights and his staff, as well as all high-ranking middlemen and ministerial staff within the Coordinating Ministry for Kumham Imipas.

The meeting is expected to be the foundation for strengthening coordination and alignment of tasks between agencies, so that the implementation of the President's policies in the human rights sector can run in a structured, effective, and on target.
