GCG And Digitalization Of BUMD Keys Are Increasingly Developing

JAKARTA - BUMD in Indonesia continues to be encouraged to be able to contribute to the economy of both the region and the national economy. One of the full, must be consistent in being able to implement Good Corporate Governance (GCG) practices and digitalization innovation.

This is the breath of the 2025 Top BUMD Awards given in Jakarta to a number of BUMDs from all over Indonesia. The award is regularly held by TopBusiness Magazine in collaboration with a number of institutions or experts in their fields, including the Regional Autonomy Institute (I-Otda).

Taking place at the Raffles Hotel Jakarta, Monday, April 28, the top event of the Top BUMD Awards 2025 was attended by 1,000 people. They come from various groups such as BUMD officials, regional heads who receive awards, experts/business consultants, mass media, and others.

Top BUMD Awards 2025 raises the following topic: Governance and Digitization in Building Business Performance and BUMD Services.

The chairman of the 2025 BUMD Awards Top Organizer, M. Lutfi Handayani, said that in addition to exploring the success of performance and services that had been achieved, the organizers also explored the policies and implementation of good corporate governance.

"COMPANY governance is a very strong issue lately. GCG is a very important and fundamental aspect to implement BUMD in Indonesia," said Lutfi

This is in line with Government Regulation (PP) No. 54 of 2017 concerning BUMD, especially in articles 7 and 8 that BUMD management must be based on good corporate governance. The Top BUMD Awards were also held to support the implementation of Law no. 23 of 2014 concerning Regional Government, which regulates the purpose and purpose of establishing BUMD.

If the GCG, digitalization, and digital-based innovations are widely used by BUMD in Indonesia, there will be more and more great BUMDs, and continue to innovate improvements in business management.

"So that it can contribute to building a sustainable economy at the regional level and at the national level," said Lutfi again.

From the 2024 data, there are 1,073 BUMDs in Indonesia. That is with an asset amount of IDR 961.1 trillion; equity of IDR 257.6 trillion; revenue of IDR 115.2 trillion; and net profit of IDR 24.3 trillion.

The ROA ratio is 2.53 percent; ROE 9.43 percent; and net profit margin 21.09 percent. These financial ratios are slightly better than the SOE financial ratio which has ROA 2.8 percent; ROE 9.32 percent, net profit margin 10.48 percent.

Lutfi explained, the Top BUMD Awards 2025 was attended by 238 BUMDs out of a total of 1,073 BUMDs in Indonesia. This figure is up 8.2 percent compared to 2024 which is 220 BUMDs.

The number of winners of the 2025 Top BUMD Awards are Perumda Air Drinking Tirta Darma Ayu, Indramayu Regency; Perumda Air Drinking Tirta Bahari City Tegal; Oil and Gas (Perseroda); Perumda Drinking Water Danum Benanta; Perumda Pembangunan Sarana Jaya.

Next, there are names: Perumda Air Drinking Tirta Merapi Klaten; Bumi Admiral Jaya; Banua Blessing Water (Perseroda); Perumda Drinking Water Tirta Kahuripan Bogor Regency; Perumda Dharma Jaya; Perumda Drinking Water Padang City.

In addition, this BUMD also emerged as the winner: Tirta Asasta Depok (Perseroda); Perumda Duasudara, Bitung City; Migas Mandiri Pratama Kaltim; BPR Syariah Kotabumi (Perseroda); Perumda Delta Tirta Sidoarjo; Perumda Tirta Hidayah Bengkulu City. And there are still a number of other BUMD names that appear as award recipients.

Of the total winners, there are BUMDs that have won Golden Trophy awards (5-star level winners in 3 consecutive years) and Platinum Trophy (5-star level winners in 5 consecutive years).

They are: Perumdam Tirta Kerta Raharja Tangerang Regency; South Kalimantan Regional Development Bank; Kanjuruhan Hospital Malang Regency; Perumdam Mojopahit Mojokerto; Perumda Drinking Water Tirta Uli Pematangsiantar City; Perumda Drinking Water Tirta Taka Nunukan; Jamkrida East Java (Perseroda); West Kalimantan Regional Development Bank; Perumda Drinking Water Tirta Mayang City Jambi; Perumda PDAM Tirta Marta Yogyakarta City.

As a keynote speaker at the summit event, the Head of the Domestic Policy Strategy Agency of the Indonesian Ministry of Home Affairs (BSKDN Kemendagri), Dr. Yusharto Huntoyungo, who represented the Minister of Home Affairs, said that it was actually hoped that each province would have at least 28 BUMDs. However, at this time, the inter-provincial gap is still happening in terms of the number of BUMDs," he said.

In this case, there are provinces that have hundreds of BUMDs, such as the Central Java Province. On the other hand, there are provinces where the number of BUMDs owned is still small. We hope that each province can have more BUMDs," said Yusharto.

On the other hand, to give confidence, BUMD also needs a legal umbrella. And, in that case, there are already regulations that regulate various aspects of BUMD management. This, said Yusharto, can help BUMD to be more advanced.

In fostering and developing BUMD, local governments should also do mapping. Here, local governments need to identify BUMDs that can and need to be encouraged to develop faster. "Thus, the BUMD can contribute more to its area," he explained.

Chairman of the 2025 BUMD Awards Top Jury, Prof. Dr. Djohermansyah Djohan, MA, explained the assessment criteria used in the award.

"The main criteria for assessment carried out by the 2025 Top BUMD Awards Jury, refer to four important aspects to determine the level of the award star from 1 to the highest, namely 5 Star (highest level)," said Prof. Djo, his nickname.

The assessment criteria are: First, BUMDs that have good business performance achievements and sustainability. Second, BUMDs that continue to make improvements through various Improvements or innovations. Third, BUMDs that have a big contribution to regional development. Fourth, BUMDs that prioritize good corporate governance, or have implemented good GCG, and have made a lot of use of digital technology in carrying out their business activities and services.

"Meanwhile, to achieve Level 5 Stars, there are additional criteria, namely, there are achievements or unique things from BUMD, which can be a benchmark/example/inspiration for other BUMDs. So, to become a Top BUMD 5 Star, besides having to have very good business performance, you must also have certain things that are considered very prominent, and deserve to be recommended/a benchmark for other BUMDs," said Djohermansyah.
