Increase Efficiency And Accountability Of Regional Finances, Asbanda Launches SP2D Online
JAKARTA - The Association of Regional Development Banks (Asbanda) launched a Fund Disbursement Order (SP2D) in online form through the Regional Development Information System (SIPD).
This launch was marked by the signing of a memorandum of understanding between Asbanda and the Ministry of Home Affairs (Kemendagri) which was represented directly by the Secretary-General of the Ministry of Home Affairs, Tomsi Tohir.
"SP2D functions as a facility for all planning and transaction processes for every centralized, fast, safe, and documented fund disbursement process in order to reduce the potential for administrative or misappropriation errors," explained Busrul Iman, Acting Chairman of Asbanda.
Director General of Regional Finance Agus Fatoni explained, after the signing of the PKS, the SP2D process in the regional government would be carried out online.
"Tatakelola keuangan daerah dapat yang lebih efektif, efisien, transparan, dan akuntabel. Sehingga dapat menciptakan praktik pemerintahan yang baik dan bebas korupsi," katanya.
Fatoni also highlighted the benefits of launching this system or application, which is a form of savings because local governments do not need to develop their own applications or can delete existing applications.
He added that this system can reduce the level of error and allow controls and improvements in the event of a national data error.
This collaboration also involves the National Strategy for Corruption Prevention (StranasPK) as the coordinator to increase the application of the principles of Good and Clean Government. In addition, online SP2D also supports the realization of an Electronic-Based Government System (SPBE) that facilitates the monitoring process.
Even so, the overall implementation in all regions still faces obstacles.

Of the total 552 regions, only 55 have implemented online SP2D, while the rest are still in the process of transitioning from manual to digital systems.
Fatoni targets all regions to adopt online SP2D no later than the end of 2025.
"We will try to inventory local governments that have not implemented SP2D, (then) we will respond and push them to immediately implement online SP2D," concluded Didik.
