JAKARTA - Minister of Villages and Development of Disadvantaged Regions (Mendes PDT) Yandri Susanto said that one village is not required to have a Red and White Village Cooperative (Kopdes), but can join other villages to jointly form the cooperative.

Mendes Yandri, in the Launch and Socialization of the Presidential Instruction of the Republic of Indonesia Number 9 of 2025, as monitored through the YouTube channel of the Ministry of Villages PDT in Jakarta, said that this provision could apply to villages with a population of under 500 people.

"It doesn't have to be, one village (owns) a Cooperative of Merah Putih Village. So for village heads whose population is below 500 people, it can join, such as BUMDesma (Joint Village Owned Enterprises Agency)," he said as quoted by Antara, Monday, April 14.

In detail, according to him, the government will regulate this matter in a matter of implementation instructions (juklas) and technical instructions (juknis).

"The establishment of the Red and White Village Cooperative through cooperation between villages. Later maybe we will also combine several villages because there are villages whose population is below 500 people, we will combine them," he asserted.

Previously, Indonesian President Prabowo Subianto had issued Presidential Instruction (Inpres) Number 9 of 2025 concerning the Acceleration of the Establishment of Village and Red and White Village Cooperatives.

It is known, this inpres is a national strategy to accelerate the formation of 80,000 Red and White Cooperatives in all regions in Indonesia.

Dalam poin pembukaan Inpres tersebut dikatakan bahwa kebijakan ini sebagai upaya memperkuat self-sumbada pangan, pemeraaan ekonomi, dan mewujudkan desa mandiri menuju Indonesia Emas 2045.

The Red and White Cooperative is also expected to become a center for economic and social services for rural communities, including cheap basic food services, savings and loan, village clinics, pharmacies, cold storage for agricultural and fishery products, as well as logistics distribution.

In his instructions, President Prabowo involved the strategic role of ministries and local governments. For example, the Ministry of Cooperatives is tasked with compiling cooperative business models, establishment modules, and training on digital-based cooperative human resources, the Ministry of Villages facilitates land acquisition and socialization to rural communities.
