Ministry Of Manpower Receives 2,343 Company Complaints Not Paying THR Until April 1, 2025

JAKARTA - The Ministry of Manpower (Kemnaker) revealed the latest data regarding the total complaints received by the THR 2025 Post from March 24 - April 1, 2025. The number continues to grow.

During that period, the Ministry of Manpower reported that the THR 2025 Command Post received at least 2,343 complaints, with the total reported companies reaching 1,506 companies.

Based on data received by VOI until April 1, 2025 at 16.00 WIB, the total complaint of 2,343 complaints consists of 1,417 holiday allowance complaints (THR) that have not been paid, 476 THR complaints are not in accordance with the provisions and 450 THR complaints have been paid late.

Of the total complaints that came in, only 9 percent of them have been resolved, while the rest are still being processed by the labor inspector in each region.

Meanwhile, the 2025 THR Command Post also serves consultations on THR and holiday bonuses (BHR). During the period March 12 - April 1, 2025, the 2025 THR Command Post also received 1,683 consultations. The Ministry of Manpower reported that a total of 1,683 consultations consisted of 1,610 consultations on THR and 73 consultations on BHR.

Previously, the Ministry of Manpower reminded companies that were late or did not pay THR to their workers that they would be subject to sanctions.

The imposition of sanctions is regulated in the Regulation of the Minister of Manpower (Permenaker) Number 6 of 2016 concerning Holiday Allowances for Workers/Labourers in Companies.

It was explained that companies that were late in paying the THR were required to pay a fine of 5 percent of the amount of THR that should have been paid.

"Article 10 of the Minister of Manpower Regulation Number 6 of 2016, companies that are late in paying THR are required to pay a fine of 5 percent of the total THR itself," reads the statement in the video quoted on Sunday, March 16.

After paying the fine, the company is required to pay THR in full to its workers.

"The fine is not a substitute for THR, but an additional penalty for the company for being late in paying THR and the company is obliged to pay full THR to workers," he explained.

Meanwhile, companies that do not pay THR to their workers will be subject to administrative sanctions, which include written warnings to freezing business activities.

"(The company does not pay the THR) will definitely be subject to administrative sanctions, such as a written warning; restrictions on business activities; temporary suspension, part or all of the production equipment; and freezing of business activities," he concluded.
