Ministry Of Manpower Receives 2,216 Company Complaints Not Paying THR, 5 Percent Fine Awaits
The Ministry of Manpower (Kemnaker) reported the latest data regarding complaints to the 2025 Holiday Allowance Command Post (THR) from March 24 to March 29, 2025.
In the report, the THR 2025 Post received 2,216 complaints regarding holiday allowances or THR with a total of 1,409 companies reported.
Based on data until March 29, 2025 at 16.00 WIB, most of the THR posts received complaints related to THR that had not been paid as many as 1,322 THR complaints that had not been paid, 456 THR complaints did not comply with the provisions, and 438 THR complaints were paid late.
Meanwhile, out of a total of 2,216 new complaints, 9 percent were successfully resolved and 91 percent were still in the process by labor inspectors in their respective regions.
Meanwhile, based on the recapitulation of THR consultations from 12 to 28 March 2025, the THR Command Post received 1,654 consultations consisting of 1,593 THR and 61 regarding holiday bonuses aka BHR.
Previously, the Government through the Ministry of Manpower (Kemnaker) reminded that companies that are late or do not pay holiday allowances (THR) to their workers will be subject to sanctions.
Meanwhile, the imposition of sanctions is regulated in the Regulation of the Minister of Manpower (Permenaker) Number 6 of 2016 concerning Holiday Allowances for Workers/Labourers in Companies.
In a video upload on the Instagram account @Kemnaker, it is explained that companies that are late in paying THR are required to pay a fine of 5 percent of the amount of THR that should be paid.

"Article 10 of the Minister of Manpower Number 6 of 2016, companies that are late in paying THR are required to pay a fine of 5 percent of the total THR itself," said the video quoted on Sunday, March 16.
After paying the fine, the company is required to pay THR in full to its workers.
"The fine is not a THR replacement, but an additional penalty for the company for being late in paying the THR, and the company is obliged to pay full THR to workers," said the video upload.
Meanwhile, companies that do not pay THR to their workers will be subject to administrative sanctions, which include written warnings to freezing business activities.
"(The company does not pay the THR) will definitely be subject to administrative sanctions, such as a written warning; restrictions on business activities; temporary suspension, part or all production equipment; and freezing of business activities," he explained.
