DKI Pemprov Plans To Cooperate With Private Sector Because 0 Rupiah House Budget Is Trimmed
JAKARTA - The DKI DPRD and DKI Pemprov have approved the 2020 temporary budget priority-ceiling policy (KUA-PPAS) amounting to Rp.87.9 trillion. This deal went through various budget cuts.
One of the budgets that was cut was the House Acquisition Financing Facility (FPPR) budget with the 0 Rupiah DP House program. This budget was originally proposed for IDR 2 trillion and then reduced to only IDR 500 billion.
This budget cut is the aftermath of suboptimal regional revenue and part of the unpaid balancing fund from the central government.
Member of Commission D for the Development of DKI DPRD, Justin Adrian, thinks that the DP 0 Rupiah program can be trimmed because there are other solutions to meet the residential needs of the community in other ways. The provincial government can still rent out flats like the Rusunawa Pasar Rumput.
"There are 6,000 rusunawa available, the availability is not maximal. The 0 rupiah DP houses in East Jakarta have not been filled, maybe because the socialization is not quite right," said Justin at the DPRD DKI Building, Jalan Kebon Sirih, Central Jakarta, Thursday, November 28.
Contacted separately, the Head of the Prosperous Home Owning Facility (UFPRS) Dzikran Kurniawan said new challenges had to be faced by the managers of the 0 Rupiah DP Home program. They have to find other ways to cover housing loans (KPR) between the buying community and the private sector (developer).
"So we will optimize the Rp. 500 billion fund. We will be more creative in making the scheme (Zero DP House credit financing). We will optimize this fund through collaboration, either from the private sector or the banking sector," said Dzikran.
Therefore, Dzikran asked the public who will buy a house as well as the private sector not to worry because the Provincial Government will arrange a strategy so that the KPR bailout fund will continue to be distributed. Given, FPPR funds will be disbursed every fiscal year.
"In essence, we will optimize this Rp. 500 billion. The private sector will continue to build it, the price is guaranteed to remain competitive, people who are roughly able to register, we will provide and optimize the existing budget," said Dzikran.
"Because this is a problem with the short-term financial scenario of Rp. 500 billion, in the long term, InsyaAllah, we can recover it. The important thing is that people don't hesitate to register," he added.
For information, the DKI Jakarta Provincial Government is targeting the construction of 13,500 residential units for DP Zero Rupiah in the Regional Medium-Term Development Plan (RPJMD) of the DKI Jakarta Provincial Government for 2018-2023.
The building is ready to live in Klapa Village with the name Menara Samawa which consists of 21 floors with a total of 780 rooms. While each floor consists of 39 room units.
There are three types of housing provided by the residential manager, such as studio type with 240 units, type 1 bedroom with 180 units, and type 2 bedroom with 360 units.
The number of housing prices offered varies widely, starting from IDR 180 million to IDR 310 million. The community is allowed to pay in installments with bailout funds from Bank DKI with a maximum tenor of 20 years.
