JAKARTA - Public enthusiasm is very high for the Pre-employment Card program. The reason is, since its release on March 20, 2020, the official website www.prakerja.go.id has been visited by 2.4 million unique visitors to this day. The high enthusiasm of the community has also caused the official website server to crash frequently.

Based on data from the Coordinating Ministry for the Economy, especially yesterday, at the opening of the first stage of registration, there were more than 1.1 million new visitors. Meanwhile, registration will close on the fourth week of November. For the first batch, registration is open until Thursday 16 April 2020, at 16.00 WIB.

The Coordinating Minister for Economic Affairs who is also the Chairperson of the Job Creation Committee, Airlangga Hartarto revealed that visitors to the pre-work program site were very high. Because of this, the government must increase its server capacity.

"We see this enthusiasm as a reflection of the very high public expectations for the Pre-Employment Card program. Of the total 1.4 million registered ones, in 1 minute, applicants for the Pre-Employment Card reached 80 thousand people at the same time, resulting in server capacity. finally improved, "he said, through a written statement received by VOI, in Jakarta, Monday, April 13.

Several technical things are on record and continue to experience improvements, such as email verification, uploading photos, server capacity of the relevant ministries to serve API requests from pre-work servers, to providing call center facilities.

The government, said Airlangga, will ensure that the capacity of the server, front-end and back-end systems of the Pre-Work Card system is able to serve properly. In addition, data and server security from attacks are also of course a focus of attention.

"Because the enthusiasm of the applicants for the Pre-Work Card program is very high, and this is a new program that involves an end to end digital platform, with all humility, we hope that the public will be able to understand all the shortcomings that existed at the beginning of the opening of this registration," he said.

Until Sunday, April 12 at 16.00 WIB, or 21 hours after registration was opened, the data recorded that the number of registrants was 1,432,133, who had verified email as much as 1,063,028 or 73.85 percent. Meanwhile, 624,090 or 43.65 percent had passed the NIK verification, and 77,834 or 5.43 percent had taken the training program or join batch.

Target of the Pre-Employment Card Program

Airlangga explained that the pre-employment card program targets workers, job seekers, and small and micro business actors affected by the COVID-19 pandemic. The government also collects data through the labor offices, tourism, cooperatives and SMEs, industry and trade, as well as on sectors affected by reduced community mobility such as transportation and retail.

The targets of the Pre-Employment Card program are Workers, Job Seekers and Micro and Small Enterprises (MSEs) affected by the COVID-19 pandemic. The government collects data through Ministries / Institutions (K / L) and Regional Governments, especially through the Manpower, Tourism, Cooperatives and SME agencies, Industry and Trade and also sectors affected by reduced community mobility such as transportation and retail.

"The data collection that has been carried out is not a registration. Registration can only be done through the official Prakerja website. I urge people who have reported to the Ministries / Agencies and agencies, to keep registering on the pre-employment site," he said.

Data verification of potential program participants, said Airlangga, was carried out through checking with the population database (Dukcapil) at the Ministry of Home Affairs, Basic Education Data (Dapodik) at the Ministry of Education and Culture and Integrated Social Welfare Data (DTKS) at the Ministry of Social Affairs. This is to ensure that Pre-Work Card participants meet the requirements, namely over 18 years of age, not currently attending school / college and to prioritize people who have not received various social assistance from the government, so that assistance is more equitable.

"The priority or focus of the Pre-Employment Card program is workers who have been laid off and who have been laid off, as well as micro and small business actors who have lost their source of work. The Minister of Manpower will collect data on these workers," he explained.

Enhanced Training Program

Airlangga said that more than 900 online trainings of various types and levels, from beginner to advanced level will be available on eight digital platforms. Half of this is kind of training that is practical, light and can generate new income.

For example, the introduction of information technology for beginners, accounting for beginners, training for young preachers, being a reliable MC, coffee shop management, practical English for tourists, basic housekeeping skills, and learning to be a telemarketer.

"If you have not been accepted as a participant in the first batch, applicants can join in the next batch, without having to go through the registration process again," he explained.

Airlangga said the acceptance of the first batch of participants will be delivered on Friday 17 April, and the training can be used in partner platforms starting Saturday 18 April. Offline or face-to-face training can be done after being evaluated from the aspect of safety and compliance with health standards.

"We continue to make efforts to add types of training, so that there is competition and provide more choices for the community," he said.

Every week until the fourth week of November, said Airlangga, this program will open a quota for around 164 thousand participants. However, taking into account the enthusiasm of the registrants, the quota of 164 thousand participants per week will be immediately evaluated for the possibility of increasing the number of quota per week.

"Until the end of 2020, it is planned that there will be more than 30 registration waves. With the total budget provided by the government for this year amounting to IDR 20 trillion, the number of participants who will take part will be able to reach 5.6 million people," he explained.
