Payment Of Vendor For Sootblowing System Retrofit Project Executed By Private Hengky Company

JAKARTA - The follow-up trial of the alleged corruption case in the Soutblowing System Retrofit project of the Bukit Asam PLTU was again held at the Palembang District Court.

This trial presented the three defendants, namely, Former General Manager of PLN UIK SBS Bambang Anggono; Former SRM Engineering PLN UIK SBS Budi Widi Asmoro; Director of PT Truba Engineering Indonesia

During the trial, it was revealed that the payment to one of the vendors in the Soutblowing System Retrofit work was carried out by a company owned by Hengky Pribadi, PT Haga Jaya Mandiri.

This was revealed when the Public Prosecutor presented evidence in the form of proof of payment to Emerson Singapore's company for PT Truba's Purchases Order (PO) worth 294.970 US dollars, apparently paid by PT Haga Jaya Mandiri through a Bank Mandiri account signed by Hengky Pribadi.

In addition, it was also revealed in the trial, in accordance with the proof of a letter from J Trust Bank regarding the Answer to the letter of PT Truba Engineering Indonesia dated September 6, 2023, due to irregularities in cash withdrawal transactions in fantastic quantities from the J Trust Bank account in the name of PT Truba which was not known by the defendant

Through his official letter dated September 29, 2023, J Trust Bank confirmed that J Trust Bank had checked the data/system of the transaction requested by PT Truba for clarification, where based on data/system that the recipient of the money/fund for the transaction asked by PT Truba through his attorney had been received by Alfony Indrajaya, which Ybs was known to be listed as the commissioner of PT Haga Jaya Mandiri.

The two pieces of evidence, proof of payment and proof of J Trust Bank's letter were shown to the public prosecutor in front of the Panel of Judges.

"Later all of these documents can be submitted in defense," said Fauzi Isra, chairman of the Panel of Judges.

The defendant Budi Widi Asmoro gave a statement that he had received a thank you from the business group PT Haga Jaya Mandiri/PT Truba Engineering Indonesia in cash.

However, the money he received from the business group PT Haga/PT Truba and including from other PLN partners had been returned to PLN in 2020 after an examination from SPI PLN at the request of the KPK RI.

Budi also explained that all work on behalf of PT Haga and PT Truba belonged to Hengky Pribadi.

"Hengky Pribadi and my brother Indrajaya are brothers," said Budi. The difference between PT Truba and PT Austindo to his knowledge is that they are not affiliated and run their own business.

Bambang Anggono explained that the retrofit system sootblowing work is a high-complexity work, aka technologically dense.

So that in its implementation it is very much needed by the company as an integrator system that takes over the overall responsibility of the system.

Bambang is aware of the financial benefits that PLN has made in connection with the work until mid-2023 worth 37 billion.

"In PLN's calculation that the BEP for this work is only 23 months", he said.

Senior KPK Public Prosecutor Dian Hamisena asked witness Mikha Indrajaya regarding the PDTT audit from the Indonesian BKP regarding this work, How can I confirm that he was invited by BPK RI at the end of 2022 for examination and request for information regarding the retrofitting work of this sootblowing system.

It is known that PT Truba has returned 8.2 billion on the findings of overpayments based on the results of the BPK RI PDTT audit. The same thing was also conveyed by other witnesses, Bambang and Budi, where they were also invited by BPK RI regarding the examination in question.
