The Implementation Of Troubled Cartoaxes, Chairman Of Commission XI Of The DPR, Said That He Has Not Planned To Summon The Vendor

JAKARTA - Chairman of Commission XI of the House of Representatives, Mukhamad Misbakhun, explained that until now, Commission XI of the House of Representatives has not planned to summon a beliax vendor.

To note, since the launch of the beliax on January 1, 2025, the system has caused some taxpayers to still experience problems, causing many complaints such as the system could not be accessed at all.

Misbakhun conveyed that Commission XI provides an opportunity for the Directorate General of Taxes (DJP) to operate the beliax without disturbing state revenues.

"We have never planned (to call the beliax vendor). We provide an opportunity for the Director General of Taxes to operate the beliax. Because we don't want state revenues to be disrupted," he told the media crew, Thursday, February 20.

According to him, Commission XI provides an opportunity for DGT to have the freedom to choose the IT system, be it graffiti or other models, as long as state revenues are maintained.

"Please go to the Director General of Taxes, want to be hybrid, want to use doodles, want to use any IT model system, the important thing is that state revenues should not be disturbed. Commission 11's message is only that," he explained.

Misbakhun also stated that the evaluation would be carried out regularly, and Commission XI would continue to support DGT to maximize tax revenue.

However, Misbakhun said that until now, he had not received any information regarding the tax revenue figures.

"We haven't heard (the realization of the tax revenue report), I haven't got the numbers yet," he said.

Previously, on the official website, the Directorate General of Taxes (DJP) had appointed PT Pricewaterhousecoolers Consulting (PwC) Indonesia as a procurement agent.

There are two tenders opened in the procurement of the graffiti, namely Commercial Off The Shelf (COTS) and the Owner's Agent-Project Management and Quality Assurance consulting services.

Meanwhile, COTS for the Tax Administration Core System and implements these solutions or products in the form of an application package, a software subsystem or module designed according to certain business process standards and is widely available in the market to be used with minimal modifications.

Meanwhile, the Owner's Agent-Project Management and Quality Assurance consulting service is tasked with providing consulting services on project management services, vendor management and contracts, and providing quality guarantee services to ensure the success of the Tax Administration Information System Update project.

For COTS, PwC Indonesia announced that the company that received this tender was a consortium of LG CNS-Qualysoft with a contract value of IDR 1.23 trillion including taxes.

Meanwhile, for management consulting services, PwC Indonesia announced PT Deloitte Consulting which received a tender with a contract value of IDR 110 billion.

"LG CNS Qualysoft-Consortium will provide an information system that will replace the information system that has been used by the Directorate General of Taxes since 2002 and is now obsolete," he wrote.

Meanwhile, the determination of the winner is stated in the Decree of the Minister of Finance Number 549/KMK.03/2020 dated December 1, 2020 concerning the Determination of the Second Phase Tender Winner with the Prequalification of the Procurement System for the Core System of Tax Administration Systems (Core Tax Administration System).

LG CNS is a subsidiary of a South Korean technology company, LG and in the procurement of beliax, LG CNS formed a consortium with Qualysoft, which is a technology company providing software engineering from Vienna, Austria.

Meanwhile, PT Deloitte Consulting is part of Deloitte's entity, a company headquartered in London, United Kingdom, engaged in core business operations, customers and marketing, technology and corporate cooperation, Human Capital and Analytics and M&A.
