YOGYAKARTA - Discussions related to the holiday allowance are always hot, especially in the month of Ramadan. However, the question of the THR for honorary workers was still not being discussed. This question covers many things, one of which is whether or not the THR is available for workers with honorary status.

The provision of THR for honorary workers in government circles does not have clear rules. This is one of the factors why the discussion on THR for honorary workers always sticks out before the Eid Al-Fitr.

Usually, the THR given to honorary or non-PNS personnel is taken from voluntary PNS donations from the agencies where they work. The regulations regarding the THR for honorer are not held by the central government, but are adjusted to the policies of the local government, agencies, or respective schools.

The Secretary General of the Ministry of Home Affairs, Hadi Prabowo, also said the same thing in 2019. He said that the Central Government does not regulate the THR policy for honorary workers, but only regulates the THR for state civil servants (ASN).

"That is each region, we did not arrange to get there because what we are managing is ASN," said Hadi, Wednesday, May 25.

He said that temporary workers basically did not exist in the staffing structure. However, in reality, the number of civil servants is insufficient so that the honorarium is indirectly needed.

"The honorary policy is not allowed, but we need it because there is a moratorium on acceptance so that it is given flexibility. However, it is regulated by the regions," he explained.

As previously explained, the provision of THR for honorary workers is adjusted to local government policies or from the agency where they work. Meanwhile, the THR for 2021 in Ramadan 1442 H is not yet clear because the regulations governing it have not been issued.

Head of the Communication and Information Services Bureau of the Ministry of Finance (Kemenkeu) Rahayu Puspasari said that until now there has been no official information about the provision of THR for government employees with a work agreement (PPPK).

"There is no information regarding this matter," said Puspa as quoted by Kompas, Monday, April 19.

The same thing was said by Acting Head of the Bureau of Public Relations, Law and Cooperation of the State Civil Service Agency (BKN) Paryono. He said that there was no information regarding the THR for PPPK. This information is based on the regulation of the Minister of Finance on the granting of THR.
